BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1636 FAX: (517) 373-1453 COMMITTEE MEETING MINUTES February 16, 2022 A meeting of the Senate Committee on Elections was scheduled for Wednesday, February 16, 2022, at 2:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4132 (Rep. Wendzel) with recommendation and immediate effect. 2. Reported HB 4133 (Rep. Bollin) with recommendation and immediate effect. 3. Testimony regarding HB 4425 (Rep. Green). 4. Testimony regarding HB 5258 (Rep. Koleszar). The Chair called the meeting to order at 2:01 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Johnson, Sen.(s) McBroom, VanderWall, and Wojno, a quorum was present. The Chair entertained a motion by Sen. McBroom to adopt the meeting minutes from February 9, 2022. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding HB 4132 and HB 4133: James Johnson, Pure Integrity for Michigan Elections – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4132 and HB 4133: Bill Zaagman, Michigan Association of Municipal Clerks – Support Bill Zaagman, Michigan Association of County Clerks – Support Emily Snider, Michigan ADL – Oppose Shira Roza, Promote the Vote – Oppose Paula Bowman and Christina Schlitt, League of Women Voters of Michigan – Oppose Patrice Johnson, Pure Integrity for Michigan Elections – Support The Chair entertained a motion by Sen. McBroom to report HB 4132 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom, VanderWall, and Wojno Nays: None The motion prevailed and the bill was reported. Page 1 of 2 The Chair made a motion to recommend immediate effect for HB 4132. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. McBroom to report HB 4133 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom, VanderWall, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4133. Without objection, immediate effect was recommended. The Chair invited Sherry Sofia, of Rep. Green's office, to summarize HB 4425. The Chair invited the following individuals to present testimony regarding HB 4425: James Johnson, Pure Integrity for Michigan Elections – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4425: Patrice Johnson, Pure Integrity for Michigan Elections – Support Adam Reames, Michigan Department of State – Support The Chair invited Tony Borden, of Rep. Koleszar's office, to summarize HB 5258. The Chair invited the following individuals to present testimony regarding HB 5258: Richard Mann, Pure Integrity for Michigan Elections – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5258: Bill Zaagman, Michigan Association of County Clerks – Support Mike Batterbee, Michigan Townships Association – Support Erica Peresman, Michigan Democratic Party – Support Adam Reames, Michigan Department of State – Neutral There being no further business before the committee, the Chair moved to adjourn the committee.
