BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 ** DRAFT ** COMMITTEE MEETING MINUTES February 23, 2022 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, February 23, 2022, at 2:00 p.m., in the Senate Appropriations Room in the State Capitol building. The agenda summary is as follows: 1. Discussion regarding Legislative Transfer Request 2022-1. The Chairman called the meeting to order at 2:00 p.m. He instructed the Clerk to call the roll. At that time, the following members were present; Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, Huizinga, LaSata, MacDonald, Outman, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chairman made a motion, supported by Sen. Schmidt, to excuse absent members from the committee meeting. Without Objection, Sen. Runestad was excused. The Chairman entertained a motion by Sen. Victory, supported by Sen. Barrett, to adopt the committee meeting minutes from February 16, 2022. Without Objection, the minutes were adopted. The Chairman welcomed Quentin Messer, Chief Executive Officer of MEDC, and Greg Bird, Legislative Liaison MEDC, to summarize the legislative transfer request. The following individuals presented testimony regarding legislative transfer request 2022-1: Brian O'Connell, General Motors – Support The Chairman read the cards of those individuals not wishing to testify before the committee regarding legislative transfer request 2022-1: Leah Robinson, Michigan Chamber of Commerce – Support Mike Johnston, Michigan Manufacturers Association – Support Rusty Merchant, Economic Development Leaders for Michigan – Support Matt Patton, Detroit Regional Chamber – Support Tim Sowton, Business Leaders for Michigan – Support Kate Devries, Lansing Economic Area Partnership – Support The Chairman entertained a motion by Sen.
