The agenda summary is as follows: 1. Testimony regarding HB 4974 (Rep. Yancey). 2. Testimony regarding HB 4798 (Rep. Filler). 3. Testimony regarding SB 691 (Sen. Runestad). 4. Reported SB 626 (Sen. LaSata) with recommendation and immediate effect. 5. Reported HB 4821 (Rep. Beson) with recommendation and immediate effect. 6. Reported HB 4562 (S-1) (Rep. Lightner) with recommendation and immediate effect. 7. Reported HB 4563 (Rep. Witwer) with recommendation and immediate effect. The Chair called the meeting to order at 8:31 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Wozniak, Chang and Irwin, a quorum was present. The Chair entertained a motion by Sen. Barrett to adopt the meeting minutes from February 10, 2022. Without objection, the minutes were adopted. The Chair brought up HB 4974 (Rep. Yancey) and HB 4798 (Rep. Filler) and invited Rep. Filler to summarize the bills. The Chair invited the following individuals to present testimony regarding HB 4974 and HB 4798: Attorney General Dana Nessel, via Zoom – Support M. Jane O'Shea, Michigan Junior Leagues State Public Affairs Committee – Support The cards were read of those individuals not wishing to present testimony regarding HB 4974 and HB 4798: Noah Smith, Criminal Defense Attorneys of Michigan – Oppose Jess Averill-Hammond, MI Domestic and Sexual Violence Preventions and Treatment Board – Support Doug Lloyd, Eaton County PA, PAAM President – Support Matt Sowash, POAM – Support The Chair brought up SB 691 and invited Sen. Runestad to summarize the bill. The Chair invited the following individuals to present testimony regarding SB 691: Amy Drumm, Michigan Retailers Association – Support Attorney General Dana Nessel, via Zoom – Support Fadwa Hammond, Solicitor General, via Zoom - Support The cards were read of those individuals not wishing to present testimony regarding SB 691: Stephanie Johnson, Michigan Association of Chiefs of Police – Support Jared Holt, The Home Depot – Support Chanell Autrey, Target – Support Doug Lloyt, Eaton County PA, PAAM President – Support Sgt. The cards were read of those individuals not wishing to present testimony regarding SB 626 and HB 4821: Matt Saxton, Michigan Sheriffs' Association – Support The Chair entertained a motion by Sen. VanderWall to report SB 626 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Wozniak, Chang and Irwin Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 626. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Barrett to report HB 4821 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Wozniak, Chang and Irwin Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4821. Without objection, immediate effect was recommended. The Chair brought up HB 4562 (Rep. Lightner) and HB 4563 (Rep. Witwer) and offered an (S-1) version of HB 4562. The Chair entertained a motion by Sen. Barrett to adopt the (S-1) version of HB 4562. The vote was as follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Wozniak, and Chang Nays: Sen. Irwin The motion prevailed and the (S-1) was reported. The Chair entertained a motion by Sen. Barrett to report HB 4562 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Wozniak, Chang and Irwin Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4562 (S-1). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Barrett to report HB 4563 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Victory, Sen.(s) VanderWall, Barrett, Johnson, Runestad, Wozniak, Chang and Irwin Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4563. Without objection, immediate effect was recommended. There being no further business before the committee, Vice Chair VanderWall moved to adjourn the committee.
