BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3447 FAX: (517) 373-5849 COMMITTEE MEETING MINUTES March 2, 2022 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Wednesday, March 2, 2022, at 12:00 noon, in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 871 (Sen. Schmidt) with recommendation and immediate effect. 2. Reported HB 4451 (S-1) (Rep. Howell) with recommendation and immediate effect. 3. Testimony regarding SB 538 (Sen. Lauwers). 4. Testimony regarding SB 795 (Sen. Hertel). 5. Testimony regarding SB 796 (Sen. Nesbitt). The Chair called the meeting to order at 12:01 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, and Hollier, a quorum was present. The Chair entertained a motion by Sen. McBroom to adopt the meeting minutes from February 9, 2022. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Bullock was excused from the meeting. The Chair invited Sen. Schmidt, and Eric Morris of HNTB, to summarize SB 871. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 871: Troy Hagon, Michigan Department of Transportation – Support The Chair entertained a motion by Sen. McBroom to report SB 871 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, and Hollier Nays: None The motion prevailed and the bill was reported. Page 1 of 2 The Chair made a motion to recommend immediate effect for SB 871. Without objection, immediate effect was recommended. The Chair offered, and summarized, an (S-1) version of HB 4451. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4451: Jenita Moore, Michigan Department of State – Support The Chair entertained a motion by Sen. LaSata to adopt the (S-1) version of HB 4451. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, and Hollier Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Victory to report the (S-1) version of HB 4451 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, and Hollier Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4451 (S-1). Without objection, immediate effect was recommended. The Chair invited Sen. Theis to summarize SB 875. The Chair invited Sen. Lauwers to summarize SB 538. The Chair invited the following individuals to present testimony regarding SB 538: Rob Yeager, FedEx Corporation – Support Sean Hammond, Michigan Townships Association – Oppose John LaMacchia, Michigan Municipal League – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 538: Tim Ehlert, Amazon – Support Troy Hagon, Michigan Department of Transportation – Support The Chair invited Sen.(s) Hertel and Nesbitt to summarize SB 795 and SB 796.
