BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 COMMITTEE MEETING MINUTES March 3, 2022 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, March 3, 2022, at 12:00 noon, in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 743 (Sen. Schmidt), SB 744 (Sen. Chang), SB 745 (Sen. Zorn) and SB 746 (Sen. Chang). 2. Testimony regarding HB 5291 (Rep. O'Malley). The Chair called the meeting to order at 12:33 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. MacDonald to adopt the meeting minutes from February 24, 2022. Without objection, the minutes were adopted. The Chairman invited Sen.(s) Chang, Zorn and Schmidt to summarize Senate Bills 743, 744, 745, and 746. The Chair invited the following individuals to present testimony regarding SB 743, SB 744, SB 745 and SB 746: Paul LaMarre, Port of Monroe – Support Kyle Burleson, Detroit Wayne County Port Authority – Support Simone Sagovac, Southwest Detroit Community Benefits Coalition– Support Gabriel Schneider, Northern Strategies 360/NMC – Support Michael P. Alaimo, Michigan Chamber of Commerce – Support Kevin Cotter, Fisher Companies – Support SB 743-744; Neutral on SB 745, Opposed to SB 476. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 743, SB 744, SB 745 and SB 746: Mike Spence, Southeast MI Council of Governments – Support Megan Tinsley, Michigan Environmental Council – Support Erin Kuhn, West MI Shoreline Regional Development Commission – Support Jeff Hagan, Eastern U.P. Regional Planning – Support Page 1 of 2 Troy Hagon, MDOT – Support Jerry Wuorenmaa, Western U.P. Planning and Development Region – Support Greg Ward, Port of Monroe – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 746: Doug Needham, Michigan Aggregates Association, MI Aggregates Assoc. – Opposed The Chair invited Eric Chappel, of Rep. O'Malley's office, to summarize HB 5291. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5291: Mike Alaimo, Michigan Chamber of Commerce – Support Troy Hagon, MDOT – Support Jeff Hagan, Eastern U.P. Regional Planning – Support Jerry Wuorenmaa, Western U.P. Planning and Development Region – Support Mike Spence, Southeast Michigan Council of Governments – Support Erin Kuhn, West MI Shoreline Regional Development Commission – Support Kevin Cotter, Fisher Companies – Support The Chair entertained a motion by Sen. Schmidt to excuse absent members from the meeting. Without objection, Sen. Lauwers was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
