HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. JOSEPH A. ARAGONA CHAIR COMMITTEE MEETING MINUTES The House Committee on Regulatory Reform was called to order by Chair Aragona. The Chair requested attendance to be called: Present: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Whitsett, Witwer, Neeley, Dievendorf and Grant. Absent: Rep. Neyer. Excused: Rep. Neyer. Representative Thompson moved to adopt the meeting minutes from February 20, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4004 before the committee: Representative Wozniak moved to report out HB 4004 with recommendation. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer, Neeley, Dievendorf and Grant. Nays: None. Pass: None. The Chair laid HB 4065 before the committee: Thursday, March 6, 2025 9:00 AM Room 519, House Office Building HB 4004 (Rep. Outman) A bill to amend 1972 PA 239, entitled "McCauley-Traxler-Law-Bowman-McNeely lottery act," by amending section 25 (MCL 432.25), as amended by 1998 PA 465. HB 4065 (Rep. Aragona) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 513 (MCL 436.1513), as amended by 2024 PA 115. Representative Carter moved to adopt substitute (H-1) to HB 4065. The motion prevailed 14-0-1: FAVORABLE ROLL CALL Yeas: Reps. Aragona, Wozniak, Wendzel, Tisdel, Hoadley, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer, Neeley, Dievendorf and Grant. Nays: None. Pass: Rep. Fairbairn. Chair Aragona laid before the committee a presentation from the Michigan Manufactured Housing Association. John Lindly and Marge Burns, both representing the Michigan Manufactured Housing Association, gave a presentation to the committee. Questions and discussion followed. The Chair laid HB 4115 and HB 4116 before the committee: HB 4115 (Rep. Aragona) A bill to amend 1917 PA 273, entitled "An act to regulate and license pawnbrokers that conduct business in this state; to provide for the disposition of allegedly misappropriated property in the possession of pawnbrokers; to provide remedies and prescribe penalties; and to provide for the powers and duties of certain local governmental units and state agencies," by amending the title and section 18 (MCL 446.218), the title as amended by 2018 PA 345. HB 4116 (Rep. Liberati) A bill to amend 1917 PA 273, entitled "An act to regulate and license pawnbrokers that conduct business in this state; to provide for the disposition of allegedly misappropriated property in the possession of pawnbrokers; to provide remedies and prescribe penalties; and to provide for the powers and duties of certain local governmental units and state agencies," by amending sections 8 and 9 (MCL 446.208 and 446.209), section 8 as amended by 2002 PA 469 and section 9 as amended by 2018 PA 345. Mark Aubrey, representing the Michigan Pawnbrokers Association, testified in support of HB 4116 and HB 4115. Questions and discussions followed. Chair Aragona laid before the committee a presentation from the Home Builders Association of Michigan. Dawn Crandell and Robert Donovic, both representing the Home Builders Association of Michigan; John Bitely, representing himself; and Jeff Grantham, representing Grantham Building and Remolding, gave a presentation to the committee. Questions and discussion followed. Representative Liberati moved to excuse Rep. Neyer from the meeting. There being no objection the motion prevailed by unanimous consent.
