BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES March 9, 2022 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, March 9, 2022, at 2:00 p.m., in the Senate Appropriations Room in the State Capitol building. The agenda summary is as follows: 1. Adopted Legislative Transfer Request 2022-1. 2. Reported SB 618 (Sen. Victory) with recommendation and immediate effect. 3. Reported SB 758 (Sen. Stamas) with recommendation and immediate effect. The Chairman called the meeting to order at 2:02 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Huizinga, Outman, Runestad, Victory, Hertel, Hollier, Irwin, McCann, and Bayer, a quorum was present. At 2:03 p.m., the Chairman called for the committee to go at ease. At 2:04 p.m., the Chairman reconvened the committee. The Chairman entertained a motion by Sen. Bumstead, supported by Sen. McDonald, to adopt the committee meeting minutes from February 23, 2022. Without objection, the minutes were adopted. The Chairman invited Sen. Victory and Chris Glass, representing the Education Advocates of West Michigan, to summarize SB 618. The Chairman read the cards of those individuals not wishing to testify before the committee regarding SB 618: Peter Morman and David Boye, Michigan Department of Treasury – Support Sherisse Butler, Detroit Public Schools – Support Jennifer Smith, Michigan Association of School Boards – Support Matthew Schueller, Michigan Association of Superintendents and Administrators – Support At 2:07 p.m., the Chairman recessed the committee. At 2:10 p.m., with all members now present, the Chairman called the committee back to order. The Chairman entertained a motion by Sen. Victory, supported by Sen. Bayer, to report SB 618 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Huizinga, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer Page 1 of 2 Nays: None The motion prevailed and the bill was reported. The Chairman entertained a motion by Sen. Schmidt, supported by Sen. Hollier, to recommend immediate effect for SB 618. Without objection, immediate effect was recommended. Next, the Chairman entertained a motion by Sen. Victory, supported by Sen. Hertel, to adopt Legislative Transfer Request 2022-1. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Schmidt, Bizon, Daley, LaSata, MacDonald, Huizinga, Outman, Victory, Hertel, Hollier, Santana, McCann, and Bayer Nays: Sen.(s) Bumstead, Barrett, Runestad and Irwin The motion prevailed and the Legislative Transfer was adopted. Next, the Chairman made a motion, supported by Sen. Bumstead, to report SB 758 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chairman Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Huizinga, Outman, Runestad, and Victory Nays: None Pass: Sen.(s) Hertel, Hollier, Irwin, Santana, McCann, and Bayer The motion prevailed and the bill was reported. The Chairman entertained a motion by Sen. Bizon, supported by Sen. Daley, to recommend immediate effect for SB 758. Without objection, immediate effect was recommended. The Chairman entertained a motion by Sen. Huizinga, supported by Sen. MacDonald, to adjourn the committee.
