BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3447 FAX: (517) 373-5849 COMMITTEE MEETING MINUTES March 9, 2022 A meeting of the Senate Committee on Transportation and Infrastructure was scheduled for Wednesday, March 9, 2022, at 12:00 noon, in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 795 (S-2) (Sen. Hertel) with recommendation as substituted and immediate effect. 2. Reported SB 796 (Sen. Nesbitt) with recommendation and immediate effect. 3. Reported SB 875 (Sen. Theis) with recommendation and immediate effect. 4. Reported HB 5286 (Rep. Huizenga) with recommendation and immediate effect. 5. Testimony regarding SB 640 (Sen. Zorn). 6. Testimony regarding HB 4252 (Rep. Sneller). The Chair called the meeting to order at 12:04 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, Bullock and Hollier, a quorum was present. The Chair entertained a motion by Sen. Victory to adopt the meeting minutes from March 2, 2022. Without objection, the minutes were adopted. The Chair offered an (S-1) version of SB 795. Sen. Wozniak offered the Wozniak Amendment to the (S-1) version of SB 795. The Chair invited Sen. Wozniak to summarize the Wozniak Amendment to the (S-1) version of SB 795. The Chair entertained a motion by Sen. Wozniak to adopt the Wozniak amendment to the (S-1) version of SB 795. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the amendment was adopted. Page 1 of 3 The Chair entertained a motion by Sen. LaSata to adopt the (S-1) version of SB 795, as amended. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Geiss to report SB 795, as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 795 (S-2). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Victory to report SB 796 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, Geiss, Bullock, and Hollier Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 796. Without objection, immediate effect was recommended. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 875: Troy Hagon, Michigan Department of Transportation – Neutral The Chair entertained a motion by Sen. Lauwers to report SB 875 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Barrett, Sen.(s) LaSata, McBroom, Victory, Outman, Lauwers, Wozniak, and Bullock Nays: None Pass: Sen.(s) Geiss and Hollier The motion prevailed and the bill was reported. Lauwers to report HB 5286 to the floor with recommendation that it pass.
