- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. BRIAN BEGOLE CHAIR COMMITTEE MEETING MINUTES Thursday, February 26, 2026 9:00 AM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair BeGole. The Chair requested attendance to be called: Present: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Absent: None. Excused: None. Representative VanderWall moved to adopt the meeting minutes from February 19, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5151 and HCR 2 before the committee: HB 5151 (Rep. Meerman) A bill to prohibit a commissioner representing this state at a convention under Article V of the Constitution of the United States from exceeding that commissioner's scope of authority; to prohibit an individual from bribing, threatening, intimidating, or obstructing a commissioner; and to prescribe penalties. HCR 2 (Rep. Meerman) A concurrent resolution prescribing the Rules of the Legislature for Selecting Commissioners to an Article V Convention. Representative VanderWall moved to report out HB 5151 with recommendation. The motion prevailed 3-1-1: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris and VanderWall. Nays: Rep. Fitzgerald. Pass: Rep. McFall. Representative Harris moved to report out HCR 2 with recommendation. The motion prevailed 3-1-1: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris and VanderWall. Nays: Rep. Fitzgerald. Pass: Rep. McFall. The Chair laid HB 5340 before the committee: HB 5340 (Rep. Paquette) A bill to amend 1984 PA 431, entitled "The management and budget act," (MCL 18.1101 to 18.1594) by adding section 427. Mei Bowers, representing the Office of Representative Paquette, testified in support of HB 5340. Questions and discussions followed. Kyle Zawacki, representing the ACLU of Michigan, testified in support of HB 5340. Questions and discussions followed.
