BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 [**DRAFT**] COMMITTEE MEETING MINUTES March 17, 2022 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, March 17, 2022, at 12:00 noon, in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 739 (Sen. LaSata), SB 740 (Sen. LaSata), SB 741 (Sen. Schmidt) and HB 5527 (Rep. Griffin). 2. Reported HB 4994 (Rep. Witwer) with recommendation and immediate effect. The Chair called the meeting to order at 12:03 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from March 3, 2022. Without objection, the minutes were adopted. The Chair invited Payton White, of Rep. Griffin's office, and Senator LaSata to summarize Senate Bills 739, 740, 741 and House Bill 5527. The Chair invited the following individuals to present testimony regarding SB 739, SB 740, SB 741 and HB 5527: Daniel Phelan, Jackson College President – Support Brandy Johnson, Michigan Community College Association – Support Peter Provenzano, Oakland Community College – Support Ana Del Angel, Williams International – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 739, SB 740, SB 741 and HB 5527: Rusty Merchant, Grand Rapids Community College – Support David Worthams, MI Manufacturers Association – Support Jeff Cassidy, Michigan Works! Association – Support The Chair invited Sofia Rishar, of Rep. Witwer's office to summarize HB 4994. Page 1 of 2 The Chair entertained a motion by Sen. LaSata to report HB 4994 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 4994. Without objection, immediate effect was recommended.
