HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. JOSEPH A. ARAGONA CHAIR COMMITTEE MEETING MINUTES Thursday, February 26, 2026 9:00 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Aragona. The Chair requested attendance to be called: Present: Reps. Aragona, Fairbairn, Wozniak, Tisdel, Hoadley, Neyer, Rigas, Linting, Liberati, Tyrone Carter, Witwer, Dievendorf and Grant. Absent: Reps. Wendzel, Thompson, Whitsett and Neeley. Excused: Reps. Wendzel, Thompson, Whitsett and Neeley. Representative Rigas moved to adopt the meeting minutes from February 19, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5517 before the committee: HB 5517 (Rep. Aragona) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding sections 279 and 679. The following people submitted a card in support of HB 5517, but did not wish to speak: Chuck Riegle, representing TOMRA. Derek Bajama, representing the Michigan Beverage Association. Nick Kronsbein, representing UBCR. Tom Emmerich, representing Schupan. Bill Zaagman, representing the Michigan Beer and Wine Wholesalers Association. Representative Hoadley moved to report out HB 5517 with recommendation. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Aragona, Fairbairn, Wozniak, Tisdel, Hoadley, Neyer, Rigas, Linting, Liberati, Tyrone Carter, Witwer and Dievendorf. Nays: None. Pass: None. The Chair laid HB 5227, HB 5228 and HB 5229 before the committee: HB 5227 (Rep. Fairbairn) A bill to amend 1980 PA 299, entitled "Occupational code," by amending section 2512 (MCL 339.2512), as amended by 2024 PA 122. HB 5228 (Rep. Hoadley) A bill to amend 1980 PA 299, entitled "Occupational code," by amending section 2517 (MCL 339.2517), as amended by 2008 PA 91. HB 5229 (Rep. Liberati) A bill to amend 1980 PA 299, entitled "Occupational code," by amending section 2512d (MCL 339.2512d), as amended by 2016 PA 502. Representative Fairbairn testified in support of HB 5227, HB 5228 and HB 5229. Questions and discussions followed. Brian Westrin, representing the Michigan Realtors, testified in support of HB 5227, HB 5228 and HB 5229. Questions and discussions followed. The following person submitted a card with a neutral position on HB 5227, HB 5228 and HB 5229, but did not wish to speak: Mack Jones, representing the Michigan Department of Licensing and Regulatory Affairs. The following person submitted a card in opposition to HB 5229, but did not wish to speak: Ryan Roth, representing the Michigan Society of Professional Engineers. The Chair laid HB 5122 before the committee: HB 5122 (Rep. St. Germaine) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," (MCL 436.1101 to 436.2303) by adding section 202. Representative St. Germaine testified in support of HB 5122. Questions and discussions followed. Representative Linting moved to excuse Representatives Wendzel, Thompson, Whitsett and Neeley from the meeting. There being no objection the motion prevailed by unanimous consent.
