BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES March 22, 2022 A meeting of the Senate Committee on Oversight was scheduled for Tuesday, March 22, 2022, at 2:00 p.m., in the 1300 room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4591 (S-1) (Rep. Roth) with recommendation. 2. Testimony regarding Office of the Auditor General Performance Audit Report, Selected Activities Within the Bureau of Construction Codes, Dept. of Licensing and Regulatory Affairs, Oct. 2021 #641-0240-20. The Chair called the meeting to order at 2:02 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Theis, Bizon, Wozniak and Chang, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Bizon to excuse absent members from the meeting. Without objection, Sen. Irwin was excused from the meeting. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from March 15, 2022. Without objection, the minutes were adopted. The Chair brought up HB 4591 and offer an (S-1) to HB 4591. The Chair summarized the (S-1) version of HB 4591. Member questions followed. The Chair entertained a motion by Sen. Theis to adopt the (S-1) version of HB 4591. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Theis, Bizon and Wozniak Nays: Sen. Chang The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Bizon to report HB 4591 (S-1) to the floor with recommendation that it pass. The Chair invited Keith Lambert, Director of the Bureau of Construction Codes, Michigan Licensing and Regulatory Affairs, and Paige Fults, Director, Office of Policy and Legislative Affairs, Michigan Licensing and Regulatory Affairs to give the committee an update on the Bureau of Construction Codes regarding the Office of the Auditor General Performance Audit Report, Selected Activities Within the Bureau of Construction Codes, Dept. of Licensing and Regulatory Affairs, Oct. 2021 #641-0240-20. Member questions and discussion followed. The Chair requested additional information. The Chair recessed the committee from 2:57 p.m. – 2:58 p.m. The Chair announced the possibility of a future joint committee hearing regarding a Office of the Auditor General Audit regarding the Michigan Unemployment Insurance Agency. There being no further business before the committee, the Chair entertained a motion by Sen. Wozniak to adjourn the committee at 3:00 p.m. Without objection, the committee was adjourned.
