BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES March 23, 2022 A meeting of the Senate Committee on Natural Resources was scheduled for Wednesday, March 23, 2022, at 9:00 a.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follow: 1. Reported HB 4080 (S-1) (Rep. LaFave) with recommendation. The Chair called the meeting to order at 9:03 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Schmidt to adopt the meeting minutes from March 16, 2022. Without objection, the minutes were adopted. The Chair brought up HB 4080. The Chair read the cards of those individuals not wishing to present testimony regarding HB 4080: Taylor Ridderbusch, Michigan Department of Natural Resources - Oppose The Chair invited the following individuals to present testimony regarding HB 4080: David Darling, Michigan Traditional Bow Hunters – Oppose. Member questions followed. Chris Jones, Citizen – Oppose Jandin Miller, Citizen, Via Zoom - Oppose Bob Jones, Citizen – Oppose The following individuals submitted written testimony, but did not attend the hearing regarding HB 4080: Rick Young, Citizen – Oppose Thomas Morang, Citizen – Oppose Gary Larsen, Citizen – Oppose Darrell Martin, Citizen – Oppose Jay Steinhauser, Citizen, Oppose John David Vasos, Citizen – Oppose The Chair offered amendment #1 to HB 4080. Member questions followed. The Chair moved to adopt the McBroom amendment #1 to HB 4080. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann Nays: None The motion prevailed and the amendment was adopted. Sen. Outman offered amendment #2 to HB 4080. Member questions followed. The Chair entertained a motion by Sen. Outman to adopt amendment #2 to HB 4080. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman, Schmidt and McCann Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Outman to report HB 4080, as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Bumstead, Outman and Schmidt Nays: None Pass: Sen. McCann The motion prevailed and the bill was reported. There being no further business before the committee, the Chair entertained a motion by Sen. McCann to adjourn the committee.
