BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1636 FAX: (517) 373-1453 COMMITTEE MEETING MINUTES March 23, 2022 A meeting of the Senate Committee on Elections was scheduled for Wednesday, March 23, 2022, at 2:00 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 788 (S-3) (Sen. Runestad) with recommendation and immediate effect. 2. Reported SB 884 (S-1) (Sen. Johnson) with recommendation and immediate effect. 3. Reported HB 5258 (Rep. Koleszar) with recommendation and immediate effect. The Chair called the meeting to order at 2:03 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Johnson, Sen.(s) McBroom, VanderWall, and Wojno, a quorum was present. The Chair entertained a motion by Sen. McBroom to adopt the meeting minutes from March 9, 2022. Without objection, the minutes were adopted. The Chair offered an (S-3) version to SB 788. The Chair invited Jeffrey Wiggins, of Senate Majority Policy, to summarize the (S-3) version of SB 788. The Chair offered an (S-1) version of SB 884. The Chair invited Garrett Wheat, of the Chair's office, to summarize the (S-1) version of SB 884. The Chair invited the following individuals to present testimony regarding SB 884: Noah Cox, Citizen – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 788: Jenita Moore, Michigan Department of State – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 884: Jenita Moore, Michigan Department of State – Oppose Page 1 of 3 The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 884 (S- 1): Bill Zaagman, Michigan Association of Municipal Clerks – Neutral Bill Zaagman, Michigan Association of County Clerks – Neutral The Chair entertained a motion by Sen. McBroom to adopt the (S-3) version of SB 788. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom, VanderWall, and Wojno Nays: None The motion prevailed and the (S-3) was adopted. The Chair entertained a motion by Sen. VanderWall to report the (S-3) version of SB 788 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom and VanderWall Nays: Sen. Wojno The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 788 (S-3). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of SB 884. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom, VanderWall, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. McBroom to report the (S-1) version of SB 884 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom and VanderWall Nays: Sen. Wojno The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 884 (S-1). Without objection, immediate effect was recommended. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5258: Bill Zaagman, Michigan Association of County Clerks – Support Jenita Moore, Michigan Department of State – Neutral The Chair entertained a motion by Sen. McBroom to report HB 5258 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom, VanderWall, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5258. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
