BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES March 24, 2022 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Thursday, March 24, 2022, at 9:00 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 944 (S-1) (Sen. Victory) with recommendation and immediate effect. 2. Reported HB 5165 (Rep. Whiteford) with recommendation and immediate effect. The Chair called the meeting to order at 9:04 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from March 17, 2022. Without objection, the minutes were adopted. The Chair invited Rep. Whiteford to summarize HB 5165. The Chair invited the following individuals to present testimony regarding HB 5165: Hannah Tomaszewski, Centra Wellness – Support Cassie Lietaert, Centra Wellness – Support Christine Gebhard, North Country Community Mental Health – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5165: Gabe Basso, Blue Cross Blue Shield of Michigan – Support Chardae Burton, Michigan Department of Health and Human Services – Support At 9:18 a.m., the Chair recessed the committee. At 9:23 a.m., the Chair reconvened the committee. Sen. Theis offered an (S-1) version of SB 944. The Chair invited Sen. Theis to summarize the (S-1) version of SB 944. Page 1 of 2 The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 944: Marnie Triemstra, Michigan Department of Licensing and Regulatory Affairs – Neutral The Chair entertained a motion by Sen. Theis to adopt the (S-1) version of SB 944. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Theis to report the (S-1) version of SB 944 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 944 (S-1). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. LaSata to report HB 5165 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5165. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
