BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES April 14, 2022 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Thursday, April 14, 2022, at 1:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 993 (Sen. MacDonald) with recommendation and immediate effect. 2. Reported SB 994 (S-1) (Sen. Huizenga) with recommendation and immediate effect. 3. Reported SB 995 (Sen. Alexander) with recommendation and immediate effect. The Chair called the meeting to order at 1:04 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from March 24, 2022. Without objection, the minutes were adopted. Sen. Theis offered a Theis amendment to SB 994. The Chair invited Sen. Theis to summarize the Theis amendment to SB 994. The Chair invited Sen.(s) MacDonald and Huizenga to summarize SB 993 and SB 994. The Chair invited Sen. Hertel to summarize SB 995. The Chair invited the following individuals to present testimony regarding SB 993 and SB 995: Assistant Attorney General Matt Walker and Mitch Albers, Michigan Department of the Attorney General – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 993, SB 994, and SB 995: Meghann Keit, Michigan Association of Counties – Support Page 1 of 2 The Chair entertained a motion by Sen. Bizon to report SB 993 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 993. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Theis to adopt the Theis amendment to SB 994. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Theis to report SB 994, as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 994 (S-1). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Hertel to report SB 995 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 995. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
