BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES April 20, 2022 A meeting of the Senate Committee on Finance was scheduled for Wednesday, April 20, 2022, at 12:30 p.m., in room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 272 (S-1) (Sen. Chang). 2. Testimony regarding SB 805 (Sen. MacDonald). 3. Testimony regarding SB 806 (Sen. MacDonald). 4. Reported SB 807 (S-1) (Sen. MacDonald) with recommendation and immediate effect. The Chair called the meeting to order at 12:33 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Nesbitt, Bumstead, VanderWall, Chang and Alexander, a quorum was present. The Chair entertained a motion by Sen. Nesbitt to adopt the meeting minutes from March 15, 2022. Without objection, the minutes were adopted. The Chair brought up SB 272 and invited Sen. Chang to summarize the bill and the (S-1) version of the bill. The Chair entertained a motion by Sen. Chang to adopt the (S-1) version of SB 272. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony to SB 272 (S-1): Steven Bieda, MI Tax Tribunal, via Zoom – Support The cards were read of those individuals not wishing to present testimony regarding SB 272 (S-1): Amanda Tomich, Michigan Assessors Association – Support John LaMacchia, Michigan Municipal League – Support Mackenzie Jones, MI Department of Licensing and Regulatory Affairs – Support Matt Patton, Detroit Regional Chamber - Support The Chair brought up SB's 805-807, and offered a (S-1) version of SB 807. The Chair invited Kim Wadaga of Sen. MacDonald's office to summarize the bills and the (S-1) version of SB 807. The Chair invited the following individuals to present testimony regarding SB 807: Mike Johnston, Michigan Manufacturing Association – Support Aaron Keel, Michigan Department of Treasury – Support David Buick, Michigan Department of Treasury – Support The cards were read of those individuals not wishing to present testimony regarding SB 807: Judy Allen, Michigan Townships Association – Neutral Brian A. Kandler, Honigman – Support John LaMacchia, Michigan Municipal League – Support Amanda Tomich, Michigan Assessors Association – Oppose SB's 806-807 From 12:51 p.m. – 12:54 p.m., the Chair went at ease. At 12:54 p.m., Sen. Daley arrived. The Chair entertained a motion by Sen. Chang to adopt the (S-1) version of SB 807. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Alexander to report SB 807 (S-1) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 807 (S-1). Without objection, immediate effect was recommended.
