The agenda summary is as follows: 1. Reported SB 739 (S-1) (Sen. LaSata) with recommendation and immediate effect. 2. Reported SB 740 (S-1) (Sen. LaSata) with recommendation and immediate effect. 3. Reported SB 741 (S-1) (Sen. Schmidt) with recommendation and immediate effect. 4. Reported HB 5527 (S-1) (Rep. Griffin) with recommendation and immediate effect. 5. Reported SB 926 (Sen. Schmidt) with recommendation and immediate effect. 6. Presentation by the Michigan Trails and Greenways Alliance. The Chair called the meeting to order at 12:01 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. MacDonald to adopt the meeting minutes from March 17, 2022. Without objection, the minutes were adopted. The Chair invited Senator LaSata to summarize (S-1) to SB 739; (S-1) to SB 740, and (S-1) to SB 741. The Chair entertained a motion by Sen. LaSata to adopt the (S-1) version of SB 739. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. VanderWall to report the (S-1) version of SB 739 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss, and Moss. Nays: None Page 1 of 4 The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 739 (S-1). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. LaSata to adopt the (S-1) version of SB 740. The Chair read the cards of those individuals not wishing to testify before the committee regarding Senate Bills 739, 740, and 741: Jeff Cassidy, Michigan Works Assoc. – Support Rusty Merchant, Grand Rapids Community College – Support Dave Worthams, Michigan Manufacturers Assoc. – Support Page 2 of 4 The Chair entertained a motion by Sen. Nays: None The motion prevailed and the (S-1) was adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5527 (S-1): Gabe Schneider, Northwestern Michigan College – Support Dave Worthams, Michigan Manufacturers Assoc.– Support Rusty Merchant, Grand Rapids Community College – Support Jeff Cassidy, Michigan Works Assoc. – Support The Chair entertained a motion by Sen. VanderWall to report the (S-1) version of HB 5527 to the floor with recommendation that it pass. The Chair invited the following individuals for a presentation regarding Michigan Trails and Greenways Alliance: Gabe Schneider, Founder of Northern Strategies 360, and Julie Clark, Michigan Trails and Greenways Alliance Board Chair and CEO of Traverse Area Recreation and Transportation Trails. There being no further business before the committee, the Chair moved to adjourn the committee.
