BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES April 21, 2022 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Thursday, April 21, 2022, at 1:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5089 (S-2) (Rep. Bollin) with recommendation and immediate effect. 2. Testimony regarding HB 5875 (Rep. Kahle). 3. Testimony regarding SB 1012 (Sen. VanderWall). The Chair called the meeting to order at 1:01 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Brinks, Hertel, Santana, and Wojno, a quorum was present. The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from April 14, 2022. Without objection, the minutes were adopted. The Chair offered, and summarized, an (S-2) version of HB 5089. The Chair invited Rep. Bollin to summarize HB 5089. The Chair invited the following individuals to present testimony regarding HB 5089: Rich Farran, Health Care Association of Michigan – Support Samantha Thelen, Trilogy Health Services – Support At 1:29 p.m., Sen. John Bizon left the meeting and did not return. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5089: Paige Fults, Michigan Department of Licensing and Regulatory Affairs – Neutral Dalton Herbel, LeadingAge Michigan – Support Renee Beniak, Michigan County Medical Care Facilities Council – Support The Chair entertained a motion by Sen. MacDonald to adopt the (S-2) version of HB 5089. The vote was as follows: Page 1 of 2 Yeas: Chair VanderWall, Sen.(s) Johnson, LaSata, MacDonald, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Brinks to report the (S-2) version of HB 5089 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Johnson, LaSata, MacDonald, Brinks, Hertel, Santana, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5089 (S-2). Without objection, immediate effect was recommended. The Chair invited Karli Zubeck, of Rep. Kahle's office, to summarize HB 5875. The Chair invited the following individuals to present testimony regarding HB 5875: Renee Beniak, Michigan County Medical Care Facilities Council – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5875: Rich Farran, Health Care Association of Michigan – Support Dalton Herbel, LeadingAge Michigan – Support Meghann Keit, Michigan Association of Counties – Support The Chair summarized SB 1012. The Chair invited the following individuals to present testimony regarding SB 1012: Dr. Diana Wheatley, Michigan Association of School Social Workers and New Haven Public Schools – Support Dr. Jana Aupperlee, Michigan Association of School Psychologists and Michigan State University – Support Dr. Amanda Unger, Michigan Association of School Psychologists and West Shore ESD – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1012: Abby Cypher, Michigan Association of Administrators of Special Education – Support Ellyse Vogel, Payment for Placements U of M – Support Matt Dargay, Payment for Placements – Support Terri Tchorznski, Michigan School Counselor Association – Support Melina Brann, NASW Michigan – Support Dan Hurley, Michigan Association of State Universities – Support The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Theis was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the committee.
