BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3760 FAX: (517) 373-8661 COMMITTEE MEETING MINUTES May 4, 2022 A meeting of the Senate Committee on Environmental Quality was scheduled for Wednesday, May 4, 2022, at 9:00 a.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 991 (S-1) (Sen. Outman) with recommendation and immediate effect. The Chair called the meeting to order at 9:01 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, McBroom, Bayer, and Brinks, a quorum was present. The Chair entertained a motion by Sen. Daley to adopt the meeting minutes from April 12, 2022. Without objection, the minutes were adopted. The Chair summarized SB 991. The Chair offered, and summarized, an (S-1) version of SB 991. The Chair invited the following individuals to present testimony regarding SB 991: Mark Griffin, Michigan Petroleum Association – Support Al Peterson, Northend Meat and Produce – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 991: Mike Frederick, Michigan Ground Water Association – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 991 (S- 1): Marnie Triemstra, Michigan Department of Licensing and Regulatory Affairs – Support Megan Tinsley, Michigan Environmental Council – Support The Chair invited Marnie Triemstra, of the Michigan Department of Licensing and Regulatory Affairs, to answer questions regarding SB 991. Page 1 of 2 The Chair entertained a motion by Sen. VanderWall to adopt the (S-1) version of SB 991. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, Bayer, and Brinks Nays: Sen. McBroom The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. McBroom to report the (S-1) version of SB 991 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, McBroom, Bayer, and Brinks Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 991 (S-1). Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
