BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3543 FAX: (517) 373-0927 COMMITTEE MEETING MINUTES May 10, 2022 A meeting of the Senate Committee on Local Government was scheduled for Tuesday, May 10, 2022, at 9:15 a.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5386 (Rep. Allor) with recommendation and immediate effect. 2. Reported SB 530 (Sen. Zorn) with recommendation and immediate effect. The Chair called the meeting to order at 9:16 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss, a quorum was present. The Chair entertained a motion by Sen. Moss to adopt the meeting minutes from January 27, 2022. Without objection, the minutes were adopted. The Chair invited Rep. Allor to summarize HB 5386. The Chair invited the following individuals to present testimony regarding HB 5386: Nathan Skibbe, Alpena Township Supervisor, via Zoom - Support The cards were read of those individuals not wishing to present testimony regarding HB 5386: Amanda Tomich, Michigan Assessor's Association – Support Mike Spence, South East Michigan Council of Governments – Support Judy Allen, Michigan Townships Association - Support The Chair entertained a motion by Sen. Daley to report HB 5386 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Daley, Alexander and Moss Page 1 of 2 Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 5386. Without objection, immediate effect was recommended. The Chair brought up SB 530, and invited Shane Preston of his office to summarized the bill. The cards were read of those individuals not wishing to testify before the committee regarding SB 530: Dr. Sheryl Kennedy, Michigan Department of Education - Support The Chair entertained a motion by Sen. Johnson to report SB 530 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Zorn, Sen.(s) Johnson, Alexander and Moss Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 530. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
