- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, March 3, 2026 Noon. Room 519, House Office Building The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Herzberg, Hope, Koleszar, Grant, Miller and Wilson. Absent: Reps. Wortz and Andrews. Excused: Reps. Wortz and Andrews. Representative Alexander moved to adopt the meeting minutes from February 03, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5328, HB 5329, HB 5330, HB 5331 and HB 5332 before the committee: HB 5328 (Rep. Bruck) A bill to amend 2016 PA 436, entitled "Unmanned aircraft systems act," (MCL 259.301 to 259.331) by adding section 10. HB 5329 (Rep. Schriver) A bill to amend 1984 PA 431, entitled "The management and budget act," (MCL 18.1101 to 18.1594) by adding section 261g. HB 5330 (Rep. Robinson) A bill to amend 2016 PA 436, entitled "Unmanned aircraft systems act," (MCL 259.301 to 259.331) by adding section 16. HB 5331 (Rep. Conlin) A bill to amend 1984 PA 431, entitled "The management and budget act," (MCL 18.1101 to 18.1594) by adding section 261g. HB 5332 (Rep. Martus) A bill to amend 2016 PA 436, entitled "Unmanned aircraft systems act," (MCL 259.301 to 259.331) by adding section 6. Chair Outman laid before the committee a presentation on S.H.I.E.L.D Michigan. Representative Bruck gave a presentation on S.H.I.E.L.D. Michigan and Federal Preemption 101. Representative Bruck, testified in support of HB 5328, HB 5329, HB 5330, HB 5331 and HB 5332. Questions and discussions followed. Representative Conlin, testified in support of HB 5328, HB 5329, HB 5330, HB 5331 and HB 5332. Questions and discussions followed. Bryan Budds, representing the Michigan Department of Transportation Aeronautics, testified with no position on HB 5328, HB 5329, HB 5330, HB 5331 and HB 5332. Questions and discussions followed. Representative Frisbie moved to excuse Representatives Wortz and Andrews from the meeting. There being no objection the motion prevailed by unanimous consent.
