BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1760 FAX: (517) 373-3487 COMMITTEE MEETING MINUTES May 19, 2022 A meeting of the Senate Committee on Economic and Small Business Development was scheduled for Thursday, May 19, 2022, at 12:00 noon, in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5555 (Rep. Sue Allor) with recommendation and immediate effect. 2. Reported SB 744 (S-2) (Sen. Chang) with recommendation and immediate effect. 3. Reported SB 745 (S-1) (Sen. Zorn) with recommendation and immediate effect. 4. Reported HB 5291 (S-1) (Rep. Jack O'Malley) with recommendation and immediate effect. The Chair called the meeting to order at 12:01 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss and Moss, a quorum was present. The Chair entertained a motion by Sen. VanderWall to adopt the meeting minutes from May 12, 2022. Without objection, the minutes were adopted The Chair invited Rep. Allor to summarize HB 5555. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5555: Wendy Block, Michigan Chamber of Commerce – Support The Chair entertained a motion by Sen. VanderWall to report HB 5555 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5555. Without objection, immediate effect was recommended. Page 1 of 3 The Chair invited Sen. Chang and Eric Chappelle of Rep. O'Malley's office to summarize substitutes to SB 744, SB 745, and HB 5291 The Chair entertained a motion by Sen. VanderWall to adopt the (S-2) version of SB 744. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. McMorrow to adopt the (S-1) version of SB 745. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Schmidt to adopt the (S-1) version of HB 5291. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. McMorrow to report the (S-2) version of SB 744 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 744. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. VanderWall to report the (S-1) version of SB 745 to the floor with recommendation that it pass. The Chair made a motion to recommend immediate effect for SB 745. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Schmidt to report the (S-1) version of HB 5291 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Horn, Sen.(s) VanderWall, Lauwers, Schmidt, LaSata, MacDonald, Huizenga, McMorrow, Geiss, and Moss. Nays: None The motion prevailed and the bill was reported.
