ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Wednesday, March 4, 2026 9:00 AM Room 352, State Capitol Building The House Committee on Appropriations was called to order by Chair Bollin. The Chair requested attendance to be called: Present: Reps. Bollin, Maddock, Phil Green, Jenkins-Arno, Kelly, Markkanen, Slagh, VanWoerkom, Beson, Borton, Roth, Cavitt, DeSana, Kuhn, Steele, Robinson, O'Neal, Rogers, Steckloff, Glanville, Edwards, Farhat, Martus, McKinney, Morgan, Price, Snyder and Longjohn. Absent: Rep. Mueller. Excused: Rep. Mueller. The Chair laid HB 4702 and HB 4724 before the committee: HB 4702 (Rep. Alexander) A bill to authorize the state administrative board to convey or transfer state-owned property in Sanilac County; to prescribe conditions for the conveyance or transfer; to provide for the powers and duties of state departments, agencies, and officers regarding the property; and to provide for disposition of revenue derived from the conveyance or transfer. HB 4724 (Rep. Posthumus) A bill to authorize the state administrative board to convey state-owned real property in Kent County; to prescribe conditions for the conveyance; to provide for powers and duties of state departments regarding the property; and to provide for disposition of the revenue from the conveyance. Perry Zielak, representing the House Fiscal Agency, testified on HB 4702 and HB 4724. Questions and discussions followed. Representative Alexander and Tim Heiden, representing the Peck Village Supervisor, testified in support of HB 4702. Questions and discussions followed. Kelly) A bill to create the state digital service office; to require reports; and to provide for the powers and duties of certain state governmental officers and entities. HB 5505 (Rep. Kuhn) A bill to create the digital oversight office; and to prescribe the powers and duties of the office, certain officials, and state agencies. HB 5663 (Rep. Maddock) A bill to amend 1984 PA 431, entitled "The management and budget act," by amending sections 261e and 451a (MCL 18.1261e and 18.1451a), section 261e as added by 2020 PA 181 and section 451a as added by 1999 PA 8. Michael Cnossen, representing the House Fiscal Agency, testified on HB 5504, HB 5505 and HB 5663. Representative Kuhn, Representative Kelly, Representative Maddock, Waldo Jaquith, representing U.S. Digital Response, Sarah Tuneberg, representing Colorado Digital Service, all testified in support of HB 5504, HB 5505 and HB 5663. Questions and discussions followed. The following person submitted a card in opposition to HB 5504, HB 5505 and HB 5663, but did not wish to speak: Neil DeSouza, representing the Michigan Department of Technology, Management and Budget. Representative Steele moved to excuse Representative Mueller from the meeting. There being no objection, the motion prevailed by unanimous consent.
