BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-3760 FAX: (517) 373-8661 COMMITTEE MEETING MINUTES June 7, 2022 A meeting of the Senate Committee on Environmental Quality was scheduled for Tuesday, June 7, 2022, at 1:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 5890 (Rep. Griffin) with recommendation and immediate effect. 2. Reported HB 5891 (Rep. Martin) with recommendation and immediate effect. 3. Reported HB 5892 (Rep. Cambensy) with recommendation and immediate effect. The Chair called the meeting to order at 1:01 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Outman, Sen.(s) Daley, Johnson, VanderWall, McBroom, Bayer and Brinks, a quorum was present. The Chair entertained a motion by Sen. Daley to adopt the meeting minutes from May 4, 2022. Without objection, the minutes were adopted. The Chair invited Rep. Griffin to summarize HB 5890 - HB 5892. The Chair invited the following individuals to present testimony regarding HB 5890, HB 5891 and HB 5892: Aaron Uranga, Michigan Section of the American Water Works Association – Support Greg Kacvinsky, Michigan Water Environment Association – Support Matt Treado, UP Engineers and Architects, Inc – Support Aaron Keatley and Paul McDonald, Michigan Department of Environment, Great Lakes, and Energy – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5890, HB 5891 and HB 5892: John LaMacchia, Michigan Municipal League – Support Calvin Jones, Lansing Board of Water and Light – Support Sean Hammond, Michigan Townships Association – Support Hallie Fox, Michigan League of Conservation Voters – Support Mike Spence, Southeast Michigan Council of Governments – Support Emily Smith, Michigan Environmental Council – Support Page 1 of 2 The Chair entertained a motion by Sen. Daley to report HB 5890 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, VanderWall, McBroom, Bayer, and Brinks Nays: None Pass: Sen. Johnson The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5890. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. VanderWall to report HB 5891 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, VanderWall, McBroom, Bayer, and Brinks Nays: None Pass: Sen. Johnson The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5891. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Bayer to report HB 5892 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Outman, Sen.(s) Daley, VanderWall, McBroom, Bayer, and Brinks Nays: None Pass: Sen. Johnson The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5892. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
