BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES June 8, 2022 A meeting of the Senate Committee on Finance was scheduled for Wednesday, June 8, 2022, at 1:00 p.m., in room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4534 (Rep. Slagh) with recommendation and immediate effect. 2. Testimony regarding HB 4812 (Rep. Alexander). 3. Testimony regarding SB 1060 (S-1) (Sen. Huizenga). 4. Testimony regarding SB 1061 (S-1) (Sen. LaSata). 5. Testimony regarding SB 1062 (S-1) (Sen. MacDonald). The Chair called the meeting to order at 1:06 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall and Chang, a quorum was present. The Chair entertained a motion by Sen. Nesbitt to adopt the meeting minutes from May 25, 2022. Without objection, the minutes were adopted. The Chair brought up HB 4534 and remined members testimony was received on HB 4534 during the previous committee hearing. The cards were read of those individuals not wishing to present testimony regarding HB 4534: Manny Lentine, Michigan Assessors Association – Support Robin Rothley, Grand Rapids Charter Township Assessor - Support From 1:07 p.m. to 1:08 p.m., the committee went at ease. The Chair entertained a motion by Sen. Bumstead to report HB 4534 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall and Chang Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4534. Without objection, immediate effect was recommended. The Chair brought up HB 4812, and invited Rep. Alexander and Val Vail-Shirey, of Rep. Alexander's office, to summarize the bill. The Chair invited the following individuals to present testimony regarding HB 4812: Sandy Pearson, President & CEO Habitat for Humanity Michigan – Support Wendy Clow, Executive Director Greater Jackson Habitat for Humanity – Support The cards were read of those individuals not wishing to present testimony regarding HB 4812: Nancy Pellegrini, Habitat for Humanity Menominee River – Support Don Wilkinson, Lakeshore Habitat for Humanity – Support Vanessa Buhs, Manistee County Habitat for Humanity – Support Mandy Martin, Cheboygan County Habitat for Humanity – Support Jessica AcMoody, Community Economic Development Association of Michigan – Support Thomas Phillips, Habitat for Humanity Michigan – Support Manny Lentine, Michigan Assessors Association – Support Wendy Irvin, Habit for Humanity Grand Traverse Region – Support Bev Theil, Habitat for Humanity of Kent County – Support Stephanie Osterland, Habitat for Humanity Detroit – Support Jamie Healy, Habitat for Humanity Mason County – Support The Chair brought up SB's 1060, 1061 and 1062. Sen. Nesbitt offer an (S-1) version to SB 1060, SB 1061, and SB 1062. The Chair entertained a motion by Sen. Nesbitt to adopt the (S-1) version of SB 1060. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall and Chang Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Nesbitt to adopt the (S-1) version of SB 1061. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall and Chang Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Nesbitt to adopt the (S-1) version of SB 1062. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall and Chang Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited the following individuals to present testimony regarding SB's 1060, 1061, 1062: Deena Bosworth, Michigan Association of Counties – Support John LaMacchia, Michigan Municipal League – Support Judy Allen, Michigan Townships Association – Support Aaron Keel, Michigan Department of Treasury – Support David Buick, Michigan Department of Treasury – Support The cards were read of those individuals not wishing to present testimony regarding SB's 1060, 1061, 1062: Brandy Johnson, Michigan Community College Association – Support Mike Johnston, Michigan Manufactures Association – Support Manny Lentine, Michigan Assessors Association – No Position on SB 1060 The Chair moved to excuse absent members from the meeting. Without objection, Sen. Alexander was excused from the meeting. There being no further business before the committee, the Chair moved to adjourn the meeting.
