BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-0793 FAX: (517) 373-5607 COMMITTEE MEETING MINUTES June 14, 2022 A meeting of the Senate Committee on Regulatory Reform was scheduled for Tuesday, June 14, 2022, at 3:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 1064 (S-1) (Sen. Nesbitt) with recommendation and immediate effect. 2. Reported SB 1065 (Sen. Lauwers) with recommendation. 3. Reported HB 5512 (Rep. Calley) with recommendation and immediate effect. The Chair called the meeting to order at 3:05 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Nesbitt, Sen.(s) Theis, Johnson, VanderWall, Zorn, Huizenga, Moss, Polehanki and Wojno, a quorum was present. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from June 7, 2022. Without objection, the minutes were adopted. The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Lauwers was excused from the meeting. The Chair entertained a motion by Sen. Theis to adopt the (S-1) version of SB 1064. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, VanderWall, Zorn, Huizenga, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the (S-1) was adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1064: John Lindley, MMHA and RV Self Storage – Support Monica Martinez, Carvana – Support Barb Utter, Automotive Recyclers of Michigan – Support The Chair entertained a motion by Sen. Theis to report the (S-1) version of SB 1064 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, VanderWall, Zorn, Huizenga, Moss, Polehanki, and Wojno. Nays: None Page 1 of 2 The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 1064. Without objection, immediate effect was recommended. The Chair invited the following individuals to present testimony regarding SB 1065: Jasmine Tompkins and John Lessnau, Michigan Gaming Control Board – Opposition The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1065: Timothy Acord, Bavarian Inn Lodge – Opposition Mike McCoy, Sault Ste. Marie Tribe of Chippewa Indians – Opposition The Chair entertained a motion by Sen. Theis to report SB 1065 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, VanderWall, Zorn, and Huizenga. Nays: Sen.(s) Moss, Polehanki, and Wojno. The motion prevailed and the bill was reported. The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5512: Harvey Hoffman, Michigan Association of Treatment Court Professionals – Support The Chair entertained a motion by Sen. Theis to report HB 5512 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Nesbitt, Sen.(s) Theis, Johnson, VanderWall, Zorn, Huizenga, Moss, Polehanki, and Wojno. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 5512. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
