BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1758 FAX: (517) 373-0938 COMMITTEE MEETING MINUTES June 15, 2022 A meeting of the Senate Committee on Finance was scheduled for Wednesday, June 15, 2022, at 1:00 p.m., in room 1200 of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported HB 4812 (Rep. Alexander) with recommendation and immediate effect. 2. Reported SB 1060 (S-2) (Sen. Huizenga) with recommendation and immediate effect. 3. Reported SB 1061 (S-2) (Sen. LaSata) with recommendation and immediate effect. 4. Reported SB 1062 (S-2) (Sen. MacDonald) with recommendation and immediate effect. The Chair called the meeting to order at 1:32 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander, a quorum was present. The Chair entertained a motion by Sen. Nesbitt to adopt the meeting minutes from June 8, 2022. Without objection, the minutes were adopted. The Chair brought up HB 4812 and remined members that testimony was received on HB 4812 during the previous committee hearing. The cards were read of those individuals not wishing to present testimony regarding HB 4812: Aaron Keel, Michigan Department of Treasury - Neutral The Chair entertained a motion by Sen. Nesbitt to report HB 4812 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for HB 4812. Without objection, immediate effect was recommended. The Chair brought up SB's 1060, 1061 and 1062 remined members that testimony was received on SB's 1060, 1061 and 1062 during the previous committee hearing. The cards were read of those individuals not wishing to present testimony regarding SB's 1060, 1061 and 1062: Alexa Kramer, Small Business Association of Michigan – Support Judy Allen, Michigan Townships Association – Support Amanda Tomich, Michigan Assessors Association – Support SB 1060 The Chair entertained a motion by Sen. Nesbitt to adopt the (S-2) version of SB 1060. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Bumstead to report SB 1060 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 1060 (S-2). Without objection, immediate effect was recommended. Sen. Nesbitt offer amendment #1 to SB 1061 (S-1). The Chair entertained a motion by Sen. Nesbitt to adopt amendment #1 to SB 1061 (S-1). The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Nesbitt to adopt the (S-1) version of SB 1061 as amended. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Nesbitt to report SB 1061 (S-1) as amended, as a clean substitute, to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 1061 (S-2). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Chang to adopt the (S-2) version of SB 1062. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the (S-2) was adopted. The Chair entertained a motion by Sen. Alexander to report SB 1062 (S-2) to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Runestad, Sen.(s) Nesbitt, Daley, Bumstead, VanderWall, Chang and Alexander Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 1062 (S-2). Without objection, immediate effect was recommended.
