BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 **DRAFT** COMMITTEE MEETING MINUTES June 23, 2022 A meeting of the Senate Committee on Appropriations was scheduled for Thursday, June 23, 2022, at 9:00 a.m., in the Harry T. Gast Appropriations Room. The agenda summary is as follows: 1. Adopted Legislative Transfer Request 2022-4 2. Reported SB 971 (Sen. VanderWall) with recommendation and immediate effect. The Chair called the meeting to order. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Stamas, Sen.(s) Bumstead, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt, Victory, Daley, Huizenga, Hertel, Bayer, Hollier, Irwin and McCann, a quorum was present. The Chair made a motion, supported by Sen. Hertel, to excuse absent members from the meeting. Without objection, Sen. Santana was excused from the meeting. The Chair entertained a motion by Sen. Schmidt, supported by Sen. Bumstead, to adopt the minutes from the June 8, 2022 committee meeting. Without objection, the minutes were adopted. The Chair invited Quentin Messer, president and CEO of the MEDC and Gabby Bruno, Ford's economic development director, to summarize the Legislative Transfer Request for the committee. The Chair read the cards of those people not wishing to testify before the committee regarding the Legislative Transfer Request 2022-4: Wendy Block, Michigan Chamber – Support Tim Sawton, Business Leaders for Michigan – Support Rusty Merchant, Economic Development Leaders for Michigan – Support The Chair entertained a motion by Sen. MacDonald, supported by Sen. Hollier, to adopt Legislative Transfer Request 2022-4. The vote was as follows: Yeas: Chair Stamas, Sen.(s) Bizon, LaSata, MacDonald, Outman, Schmidt, Victory, Daley, Huizenga, Hertel, Bayer, Hollier, Irwin, and McCann. Nays: Sen.(s) Bumstead, Barrett, and Runestad Page 1 of 2 The motion prevailed and the bill was reported. Next, The Chairman invited Sen. VanderWall and Carey Jansen, Craford County commissioner, to summarize SB 971 for the committee. The Chair entertained a motion by Sen. Outman, supported by Sen. Hollier, to report SB 971 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Stamas, Sen.(s) Bumstead, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt, Victory, Daley, Huizenga, Hertel, Bayer, Hollier, Irwin, and McCann. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Bizon, supported by Sen. Barrett, to recommend immediate effect for SB 971. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair made a motion, supported by Sen. Bumstead, to adjourn the committee at 9:23am.
