BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1725 FAX: (517) 373-0741 COMMITTEE MEETING MINUTES September 20, 2022 A meeting of the Senate Committee on Health Policy and Human Services was scheduled for Tuesday, September 20, 2022, at 8:00 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 1025 (Sen. Schmidt). 2. Reported SB 1085 (Sen. LaSata) with recommendation and immediate effect. 3. Reported SB 1166 (S-1) (Sen. VanderWall) with recommendation and immediate effect. 4. Testimony regarding SB 1080 (Sen. McCann). 5. Testimony regarding SB 1124 (Sen. Wozniak). 6. Testimony regarding SB 1135 (Sen. MacDonald). The Chair called the meeting to order at 8:07 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair VanderWall, Sen.(s) Bizon, MacDonald, Brinks, and Wojno, a quorum was not present. The Chair invited Sen. Schmidt to summarize SB 1025. At 8:08 a.m., Sen. LaSata entered the meeting. A quorum was now present. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1025: Sam Champagne, Henry Ford Health – Support Dorrie Dils, Gift of Life Michigan – Support The Chair entertained a motion by Sen. Bizon to adopt the meeting minutes from June 23, 2022. Without objection, the minutes were adopted. At 8:11 a.m., Sen. Johnson entered the meeting. Page 1 of 3 The Chair made a motion to excuse absent members from the meeting. Without objection, Sen. Hertel was excused from the meeting. The Chair invited Sen. LaSata to summarize SB 1085. At 8:13 a.m., Sen. Theis entered the meeting. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1085: Neema Katabni and Peter Rudetell, Michigan Dental Association – Support The Chair entertained a motion by Sen. LaSata to report SB 1085 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Theis, Brinks, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 1085. Without objection, immediate effect was recommended. The Chair summarized SB 1166. The Chair offered, and summarized, an (S-1) version of SB 1166. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1166: Gabrielle Dresner, ACLU Michigan – Support The Chair made a motion to adopt the (S-1) version of SB 1166. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, MacDonald, Brinks, and Wojno Nays: Sen.(s) LaSata and Theis The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Brinks to report the (S-1) version of SB 1166 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair VanderWall, Sen.(s) Bizon, Johnson, LaSata, MacDonald, Brinks, and Wojno Nays: Sen. Theis The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 1166 (S-1). Without objection, immediate effect was recommended. At 8:20 a.m., Sen.(s) MacDonald and Wojno left the meeting. The Chair invited Sen. McCann to summarize SB 1080. The Chair offered an (S-1) version of SB 1080. The Chair invited Sen. McCann to summarize the (S-1) version of SB 1080. The Chair entertained a motion by Sen. Brinks to adopt the (S-1) version of SB 1080. Santana entered the meeting. The Chair invited Sen. Wozniak to summarize SB 1124. The Chair invited the following individuals to present testimony regarding SB 1124: Jessica Bonneville, Michigan Mental Health Counselors Association – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1124: Dr. Sue Schaeffer and Dr. Irene Ametrano, Michigan Mental Health Counselors Association – Support Neil DeSouza, Michigan Department of Licensing and Regulatory Affairs – Support The Chair invited Kim Wadaga, from Sen.
