BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES September 20, 2022 A meeting of the Senate Committee on Appropriations was scheduled for Tuesday, September 20, 2022, at 9:00 a.m., in the Harry T. Gast Appropriations Room. The agenda summary is as follows: 1. Adopted Legislative Transfer Request 2022-5. 2. Adopted Legislative Transfer Request 2022-2. 3. Adopted Legislative Transfer Request 2022-3. 4. Reported HB 5765 (Rep. Alexander) with recommendation and immediate effect. The Chair called the meeting to order at 9:05 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Stamas, Sen.(s) Bumstead, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt, Victory, Daley, Huizenga, Hollier, Irwin, Santana, and McCann, a quorum was present. The Chair made a motion, supported by Sen. Schmidt, to excuse absent members from the meeting. Without objection, Sen.(s) Hertel and Bayer were excused from the meeting. The Chair entertained a motion by Sen. Bumstead, supported by Sen. Outman, to adopt the minutes from the June 23, 2022 committee meeting. Without objection, the minutes were adopted. The Chair invited Quentin Messer, president and CEO of the MEDC and Josh Hundt, Chief Project Officer of the MEDC and Christin Armstrong, Contract Services Vice President, Compliance MEDC to testify in support of Legislative Transfer Request 2022-5 for the committee. The following individuals testified before the committee regarding Legislative Transfer Request 2022 - 5: Russ Taylor – Michigan Townships Association - Support Tom Miller, Saginaw Future – Support The following individuals turned in cards regarding Legislative Transfer Request 2022 - 5: Jason Griffin, Hemlock Semiconductor – Support Page 1 of 3 The Chair entertained a motion by Sen. Daley, supported by Sen. Outman, to adopt Legislative Transfer Request 2022-5. The vote was as follows: Yeas: Chair Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Huizinga, Outman, Victory, Hollier, Irwin, Santana, and McCann. Nays: Sen. Runestad The motion prevailed and the Legislative Transfer was adopted. Next, the Chairman invited Corey Savino of the Senate Fiscal Agency to summarize Legislative Transfer Request 2022-2. The Chair entertained a motion by Sen. Bizon, supported by Sen. LaSata, to adopt Legislative Transfer Request 2022-2. The vote was as follows: Yeas: Chair Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Huizinga, Outman, Runestad, Victory, Hollier, Irwin, Santana, and McCann. Nays: None The motion prevailed and the Legislative Transfer was adopted. Next, the Chairman invited Corey Savino of the Senate Fiscal Agency to summarize Legislative Transfer Request 2022-3. The Chair entertained a motion by Sen. Schmidt, supported by Sen. Victory, to adopt Legislative Transfer Request 2022-3. The vote was as follows: Yeas: Chair Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Huizinga, Outman, Runestad, Victory, Hollier, Irwin, Santana, and McCann. Nays: None The motion prevailed and the Legislative Transfer was adopted. Next, the Chair invited Joe Carrasco of the Senate Fiscal Agency to summarize HB 5765 for the committee. The following individuals turned in cards regarding HB 5765: Ally Alfousetti, Prison Fellowship – Support The Chair entertained a motion by Sen. Bizon, supported by Sen. Outman, to report HB 5765 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Huizinga, Outman, Runestad, Victory, Hollier, Irwin, Santana, and McCann. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Schmidt, supported by Sen. Bumstead, to recommend immediate effect for HB 5765.
