BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7840 FAX: (517) 373-3932 COMMITTEE MEETING MINUTES September 21, 2022 A meeting of the Senate Committee on Oversight was scheduled for Wednesday, September 21, 2022, at 9:30 a.m., in the 1300 room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 938 (S-1) (Sen. Barrett) with recommendation. 2. Reported HB 6184 (Rep. Alexander) with recommendation. 3. Reported HB 6185 (Rep. Whiteford) with recommendation. 4. Reported HB 6189 (Rep. VanWoerkom) with recommendation. 5. Reported HB 6193 (Rep. Fink) with recommendation. 6. Reported HB 6194 (Rep. Kahle) with recommendation. 7. Reported HB 6202 (Rep. Martin) with recommendation. 8. Reported HB 6204 (Rep. O'Malley) with recommendation. . The Chair called the meeting to order at 9:34 a.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair McBroom, Sen.(s) Theis, Bizon, Wozniak, Irwin and Chang, a quorum was present. The Chair invited the committee to recite the Pledge of Allegiance. The Chair entertained a motion by Sen. Theis to adopt the meeting minutes from June 7, 2022. Without objection, the minutes were adopted. The Chair brought up SB 938 and offered an (S-1) version of the bill. The members had no questions at this time. The Chair entertained a motion by Sen. Theis to adopt the (S-1) version of SB 938. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Theis, Bizon, Wozniak and Irwin Nays: None The motion prevailed and the (S-1) was adopted. At 9:36 a.m., Sen. Chang entered the committee. The Chair invited Sen. Barret to summarize the bill. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 938: Annie Patnaude, Americans for Prosperity – Support Diana Rademacher, Americans for Prosperity – Support Member questions followed. The Chair read the cards of those individuals not wishing to present testimony regarding SB 938: David Guenthner, Mackinac Center – Support Tim Minotas, Sierra Club Michigan – Oppose Leah Robinson, Michigan Chamber of Commerce - Oppose The Chair entertained a motion by Sen. Theis to report SB 938 (S-1) to the floor with recommendation that it pass. The Chair recognized Sen. Irwin to provided comments. The vote was as follows: Yeas: Chair McBroom, Sen.(s) Theis, Bizon and Wozniak Nays: Sen.(s) Irwin and Chang The motion prevailed and the bill was reported. The Chair brought up HB's 6184, 6185, 6189, 6193, 6194, 6202 and 6204 and invited Rep. Alexander and via Zoom, Michael Van Beek, Director of Research for the Mackinac Center for Public Policy to summarize the bills. Rep. Alexander brought up each bill individually and outline the current law followed by the changes as specified in each bill. Mr. Van Beek provided additional information for each bill. Member questions and discussion followed the conclusion of the presentation.
