BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-1636 FAX: (517) 373-1453 COMMITTEE MEETING MINUTES September 20, 2022 A meeting of the Senate Committee on Elections was scheduled for Tuesday, September 20, 2022, at 2:30 p.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding HB 4884 (Rep. Marino). 2. Testimony regarding HB 4885 (Rep. Yaroch). 3. Testimony regarding HB 5938 (Rep. Berman). 4. Reported HB 6071 (Rep. Bollin) with recommendation and immediate effect. 5. Reported HB 6124 (Rep. Bollin) with recommendation and immediate effect. The Chair called the meeting to order at 2:36 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Johnson, Sen.(s) McBroom, VanderWall, and Wojno, a quorum was present. The Chair entertained a motion by Sen. McBroom to adopt the meeting minutes from June 15, 2022. Without objection, the minutes were adopted. The Chair invited Rep. Yaroch to summarize HB 4884 and HB 4885. The Chair invited Rep. Bollin to summarize HB 6071 and HB 6124. The Chair invited the following individuals to present testimony regarding HB 4885: Jeff Getting, Kalamazoo County Prosecuting Attorney – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 4885: Bill Zaagman, Michigan Association of County Clerks – Oppose Bill Zaagman, Michigan Association of Municipal Clerks – Oppose Bill Zaagman, Michigan Association of Registers of Deeds – Oppose Kym Worthy, Wayne County Prosecutor – Oppose Madeline Fata, Michigan Association of Counties – Oppose Karen McDonald, Oakland County Prosecutor – Oppose The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 5938: Page 1 of 2 Erin Schor, Michigan Department of State – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 6071: Bill Zaagman, Michigan Association of Municipal Clerks – Support Herasauna Richards, Michigan Municipal League – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding HB 6071 and HB 6124: Erin Schor, Michigan Department of State – Neutral Logan Vorce, Michigan League of Conservation Voters – Support Judy Allen, Michigan Townships Association – Support Merissa Kovach, ACLU of Michigan – Support Amy O'Leary, Metropolitan Affairs Coalition – Support The Chair invited Rep. Bollin to summarize HB 5938. The Chair entertained a motion by Sen. McBroom to report HB 6071 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom, VanderWall, and Wojno Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 6071. Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. VanderWall to report HB 6124 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Johnson, Sen.(s) McBroom and VanderWall Nays: None Pass: Sen. Wojno The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for HB 6124. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
