BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7946 FAX: (517) 373-2678 COMMITTEE MEETING MINUTES September 28, 2022 A meeting of the Senate Committee on Appropriations was scheduled for Wednesday, September 28, 2022, at 12:00 noon, in the Harry T. Gast Appropriations Room. The agenda summary is as follows: 1. Adopted Legislative Transfer Request 2022-7. 2. Testimony only regarding SB 1160 (Sen. Schmidt). 3. Testimony only regarding SB 1161 (Sen. Schmidt). 4. Testimony only regarding SB 1181 (Sen. VanderWall). The Chair called the meeting to order 12:09 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Huizenga, Outman, Runestad, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer, a quorum was present. The Chair entertained a motion by Sen. Bumstead, supported by Sen. Schmidt, to adopt the minutes from the September 20, 2022 committee meeting. Without objection, the minutes were adopted. The Chairman invited Corey Savino, of the Senate Fiscal Agency, to summarize Legislative Transfer Request 2022-7 for the committee. The Chair entertained a motion by Sen. LaSata, supported by Sen. Schmidt, to adopt Legislative Transfer Request 2022-7. The vote was as follows: Yeas: Chair Stamas, Sen.(s) Bumstead, Schmidt, Barrett, Bizon, Daley, LaSata, MacDonald, Huizinga, Outman, Victory, Hertel, Hollier, Irwin, Santana, McCann, and Bayer. Nays: Sen. Runestad The motion prevailed and the Legislative Transfer was adopted. Next, the Chair invited Sen. Schmidt and Deena Bosworth, of the Michigan Association of Counties, to summarize SB 1160 and SB 1161 for the committee. The following individuals turned in cards regarding SB 1160 and SB 1161: Page 1 of 2 Chris Matus, Wayne County – Support John Shay, Ottawa County – Support James Ryan, Oakland County Commissioners – Support The following individuals testified before the committee regarding SB 1160 and SB 1161: John LaMacchia, Michigan Municipal League – Support Judy Allen, Michigan Townships Association – Support Kyle Jen, Oakland County – Support Next, the Chair invited Sen. VanderWall and Kieran Carrol, of ZeroEyes, to summarize SB 1181 for the committee. The following individuals turned in cards regarding SB 1181: Brian Broderick, Michigan Association of Non Public Schools – Support Jill Lemond, Citizen – Support Due to pending Senate Session, the Chair entertained a motion by Sen.
