- HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. BRIAN BEGOLE CHAIR COMMITTEE MEETING MINUTES Thursday, March 5, 2026 9:00 AM Room 307, House Office Building The House Committee on Government Operations was called to order by Chair BeGole. The Chair requested attendance to be called: Present: Reps. BeGole, Harris, VanderWall, Fitzgerald and McFall. Absent: None. Excused: None. Representative VanderWall moved to adopt the meeting minutes from February 26, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5340 before the committee: HB 5340 (Rep. Paquette) A bill to amend 1984 PA 431, entitled "The management and budget act," (MCL 18.1101 to 18.1594) by adding section 427. The following person submitted a card wishing to speak with no position on HB 5340, but due to the time constraints was unable to speak: Ashley Meyers. Representative Fitzgerald moved to adopt substitute (H-1) to HB 5340. The motion did not prevail 2-3-0: UNFAVORABLE ROLL CALL Yeas: Reps. Fitzgerald and McFall. Nays: Reps. BeGole, Harris and VanderWall. Pass: None. Representative Harris moved to report out HB 5340 with recommendation. The motion prevailed 4-0-1: FAVORABLE ROLL CALL Yeas: Reps. BeGole, Harris, VanderWall and McFall. Nays: None. Pass: Rep. Fitzgerald. The Chair laid HB 5652 before the committee: HB 5652 (Rep. BeGole) A bill to amend 1961 PA 236, entitled "Revised judicature act of 1961," (MCL 600.101 to 600.9947) by adding section 2940a. At 9:07 AM, the Chair laid the committee at ease. At 9:08 AM, Majority Vice Chair Harris called the committee back to order. Representative BeGole testified in support of HB 5652. Questions and discussions followed.
