Gast Appropriations Room. The agenda summary is as follows: 1. Reported SB 1203 (Sen. Hertel) with recommendation and immediate effect. 2. Reported SB 1208 (Sen. Barrett) with recommendation and immediate effect. 3. Reported HB 6358 (Rep. Albert) with recommendation and immediate effect. 4. Reported HB 5797 (S-2) (Rep. Albert) with recommendation and immediate effect. The Chair called the meeting to order at 9:15 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Stamas, Sen.(s) Bumstead, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt, Victory, Daley, Huizenga, Hertel, Bayer, Hollier, Irwin, McCann and Santana, a quorum was present. The Chair entertained a motion by Sen. Bumstead, supported by Sen. Schmidt, to adopt the meeting minutes from September 28, 2022. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding the Tuition Reciprocity Agreement between Monroe County Community College, University of Toledo, and Owens Community College: Kathryn Summers, Senate Fiscal Agency – No Position The Chair entertained a motion by Sen. Schmidt, supported by Sen. Huizenga, to adopt the Tuition Reciprocity Agreement between Monroe County Community College, University of Toledo, and Owens Community College. The vote was as follows: Yeas: Chair Stamas, Sen.(s) Bumstead, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt, Victory, Daley, Huizenga, Hertel, Bayer, Hollier, Irwin, McCann, and Santana. Nays: None The motion prevailed and the agreement was adopted. The Chair invited the following individuals to present testimony regarding SB 1203: Jonah Houtz, Senate Fiscal Agency – No Position Page 1 of 3 The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1203: Paige Fults, Michigan Department of Licensing and Regulatory Affairs – Support The Chair entertained a motion by Sen. Hertel, supported by Sen. Schmidt, to report SB 1203 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Stamas, Sen.(s) Bumstead, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt, Victory, Daley, Huizenga, Hertel, Bayer, Hollier, Irwin, McCann, and Santana. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Daley, supported by Sen. LaSata, to recommend immediate effect for SB 1203. Without objection, immediate effect was recommended. The Chair invited the following individuals to present testimony regarding SB 1208: Bruce Baker, Senate Fiscal Agency – No Position The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1208: Lt. Nicole McGhee, Michigan State Police – Support The Chair entertained a motion by Sen. Barrett, supported by Sen. Bumstead, to report SB 1208 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Stamas, Sen.(s) Bumstead, Barrett, Bizon, LaSata, MacDonald, Outman, Runestad, Schmidt, Victory, Daley, Huizenga, Hertel, Bayer, Hollier, Irwin, McCann, and Santana. Nays: None The motion prevailed and the bill was reported. The Chair entertained a motion by Sen. Victory, supported by Sen. Runestad, to recommend immediate effect for SB 1208. Travis Fletcher, Michigan State Police – Support Bree Anderson and David Arking, DTMB - Real Estate Division – Support The Chair entertained a motion by Sen. Huizenga, supported by Sen. LaSata, to report HB 6358 to the floor with recommendation that it pass. Schmidt, to adopt the (S-2) version of HB 5797. Nays: Sen.(s) Bizon and Runestad. The motion prevailed and the (S-2) was adopted. The Chair made a motion, supported by Sen. Hertel, to report the (S-2) version of HB 5797 to the floor with recommendation that it pass.
