BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7748 FAX: (517) 373-1387 **DRAFT** COMMITTEE MEETING MINUTES January 25, 2023 A meeting of the Senate Committee on Finance, Insurance, and Consumer Protection was scheduled for Wednesday, January 25, 2023, at 12:30 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 1 (Sen. Hertel) with recommendation and immediate effect. The Chair called the meeting to order at 12:30 p.m.. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis and Daley, a quorum was present. The Chair entertained a motion by Sen. Moss to adopt the 2023-2024 committee rules. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, Huizenga, Theis, and Daley. Nays: None The motion prevailed. The Chair invited the following individuals to present testimony regarding SB 1: Isabelle Nazar, MEA Retiree – Support Jeanne Hanson, MEA Retiree – Support Rick Catherman, Retired Teacher – Support Jim Pearson, MEA Retiree – Support Matt Sahr, Michigan Professional Fire Fighters Union – Support Don Taylor, RDPFFA – Support Victor Gibson, AFT Retiree – Support Due to time constraints, the following individuals were unable to present testimony regarding SB 1: Page 1 of 2 Mary Pollock, Michigan State Employees Retirees Association – Support Melissa Seifert, AARP – Support James Hohman, Mackinac Center for Public Policy – No Position The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 1: David Zyble, Jackson National Life – Support Ken Grabowski, POAM – Support Joe Zangara, MPFFU – Support Meter Morman, Department of Treasury – Support Noah Smith, Michigan Association of Public Employee Retirement Systems – Support Jonathan Byrd, Michigan Laborers Union – Support Eli Isaguirre, Michigan Regional Council of Carpenters – Support Don Bigger, Michigan Fire Service Instructors Association – Support Ron Farr, Michigan State Firemens Association – Support Mike Evans, Michigan Fire Inspectors Society – Support Royce Homm, Michigan Association of Retired School Personnel – Support Steven Kzeppa, AFSCME Council 25 – Support Amanda Fisher, NFIB – Opposition Dean Pincheck, Detroit Police and Fire Retirement System – Support The Chair entertained a motion by Sen. Moss to report SB 1 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Cavanagh, Sen.(s) Moss, McCann, Bayer, Irwin, and Huizenga. Nays: None Pass: Sen.(s) Theis and Daley. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 1. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
