BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES February 9, 2023 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, February 9, 2023, at 12:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 4 (Sen. Moss) with recommendation and immediate effect. The Chair called the meeting to order at 12:02 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from February 2, 2023. Without objection, the minutes were adopted. The Chair brought up SB 4. The Chair invited the following individuals to present testimony regarding SB 4: Brad Williams, Detroit Regional Chamber – Support Andy Johnston, Grand Rapids Area Chamber – Support Sandi Smith, Michigan Realtors – Support Brian Westrin, Michigan Realtors – Support William Wagner, Citizen – Oppose Dave Coulter, Oakland County – Support Diane Antishin, DTE Energy – Support Trevor Thomas, Consumers Energy – Support KimArie Yowell, Rocket Companies – Support Jean Lanfear, MRLA – Buffalo Wild Wings – Support Page 1 of 3 Chris Andrus, Mitten Brewing – Support Carl Erickson, Atomic Object – Support Kim Bode, 8ThirtyFour Integrated Communications – Support Tom Hickson, Michigan Catholic Conference – Oppose Wendy Block, Michigan Chamber – Support Eileen McNeil, Citizens for Traditional Values – Oppose The Chair invited Sen. Runestad to summarize amendment #1 to SB 4. The Chair entertained a motion by Sen. Runestad to adopt amendment #1 to SB 4. The vote was as follows: Yeas: Sen. (s) Runestad and Johnson Nays: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana The motion failed and the amendment was not adopted. The Chair entertained a motion by Sen. Irwin to report SB 4 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin and Santana Nays: Sen. Runestad Pass: Sen. Johnson The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 4. Without objection, immediate effect was recommended.
