BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7350 FAX: (517) 373-9228 COMMITTEE MEETING MINUTES February 21, 2023 A meeting of the Senate Committee on Education was scheduled for Tuesday, February 21, 2023, at 1:30 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 63 (S-1) ( Polehanki) with recommendation and immediate effect. The Chair called the meeting to order at 1:31 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Polehanki, Sen.(s) Geiss, Chang, Camilleri, McDonald Rivet, Damoose and Johnson, a quorum was present. The Chair entertained a motion by Sen. Chang to adopt the meeting minutes from January 31, 2023. Without objection, the minutes were adopted. The Chair invited the following individuals to present testimony regarding SB 63: Jennifer Smith, Michigan Association of School Boards – Support R.J. Webber and Michael Zopf, Northville Public Schools – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 63: Nate Henschel, Grand Rapids Chamber – Opposition Leah Robinson, Michigan Chamber of Commerce – Opposition Alexa Kramer, Small Business Association of Michigan – Opposition Mike Van Beek, Mackinac Center for Public Policy – Opposition Alicia Urbain, MAPSA – Opposition Bob Kefgen, Michigan Association of Secondary School Principals – Support Peter Morman, Department of Treasury – Support David Randels, Oakland Schools – Support Tim Minotas, Sierra Club – Support Howard Dashney, Pupil Transportation Operation and Management Institute – Support Katrina Morris, Michigan Association for Pupil Transportation – Support Sheryl Kennedy, Michigan Department of Education – Support David McEllis, Environmental Law and Policy Center – Support Kindra Weid, MI Air MI Health – Support Andy Neumann, Michigan Education Association – Support Page 1 of 2 Matt Scheuller, Michigan Association of Superintendents and Administrators – Support Bill Coaster, Northwest Michigan Transportation Association – Support Chris Glass, Education Advocates of West Michigan – Support Mike Latvis, Wayne RESA – Support At 1:49 p.m., the Chair recessed the committee. At 1:50 p.m., the Chair reconvened the committee. The Chair entertained a motion by Sen. Geiss to adopt the (S-1) version of SB 63. The vote was as follows: Yeas: Chair Polehanki, Sen.(s) Geiss, Chang, Camilleri, McDonald Rivet, Damoose, and Johnson. Nays: None The motion prevailed and the (S-1) was adopted. The Chair entertained a motion by Sen. Geiss to report the (S-1) version of SB 63 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Polehanki, Sen.(s) Geiss, Chang, Camilleri, McDonald Rivet, and Damoose. Nays: Sen.(s) Johnson. The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 63. Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
