BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2406 FAX: (517) 373-5679 COMMITTEE MEETING MINUTES March 7, 2023 A meeting of the Senate Committee on Housing and Human Services was scheduled for Tuesday, March 7, 2023, at 12:00 noon, in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 55 (S-1) (Sen. Chang) with recommendation and immediate effect. 2. Testimony regarding SB 137 (Sen. Damoose). 3. Testimony regarding SB 138 (Sen. Irwin). 4. Presentation from the Michigan State Housing Development Authority. The Chair called the meeting to order at 12:00 noon. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Irwin, Sen.(s) Cavanagh, Bayer, Shink, Chang, Cherry, Geiss, Lindsey, Hoitenga, and Damoose, a quorum was present. The Chair entertained a motion by Sen. Cavanagh to adopt the meeting minutes from February 28, 2023. Without objection, the minutes were adopted. Sen. Chang offered an (S-1) version of SB 55. The Chair entertained a motion by Sen. Cherry to adopt the (S-1) version of SB 55. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Cavanagh, Bayer, Shink, Chang, Cherry, Geiss, Lindsey, Hoitenga, and Damoose Nays: None The motion prevailed and the (S-1) was adopted. The Chair invited Sen. Chang to summarize the (S-1) version of SB 55. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 55: Todd Tennis, Center for Civil Justice – Support Peter Morman, Michigan Department of Treasury – Neutral The Chair entertained a motion by Sen. Chang to report the (S-1) version of SB 55 to the floor with recommendation that it pass. The vote was as follows: Page 1 of 2 Yeas: Chair Irwin, Sen.(s) Cavanagh, Bayer, Shink, Chang, Cherry, Geiss, and Damoose Nays: None Pass: Sen.(s) Lindsey and Hoitenga The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 55 (S-1). Without objection, immediate effect was recommended. The Chair and Sen. Damoose summarized SB 137 and SB 138. At 12:07 p.m., Sen. Santana entered the meeting. The Chair invited the following individuals to present testimony regarding SB 137 and SB 138: Chair Jamie Stuck, The United Tribes of Michigan – Support President Whitney Gravelle, Bay Mills Indian Community – Support Chief Judge Jocelyn Fabry, Sault Ste. Marie Tribe of Chippewa Indians – Support Jason Cross, State Manager of the Indian Child Welfare Act – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 137 and SB 138: Honorable Melissa Pope, President of the Michigan Indian Judicial Association – Support Chairman Austin Lowes, Sault Ste. Marie Tribe of Chippewa Indians – Support Brendan Ringlever, Nottawaseppi Huron Band of the Potawatpomi – Support The Chair invited Amy Hovey, Executive Director of the Michigan State Housing Development Authority, to give a presentation regarding an overview of the Department. There being no further business before the committee, the Chair moved to adjourn the committee.
