CURTIS VANDERWALL CHAIR COMMITTEE MEETING MINUTES Wednesday, March 11, 2026 9:00 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair VanderWall. The Chair requested attendance to be called: Present: Reps. VanderWall, Thompson, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Neeley, Hoskins and Foreman. Absent: Reps. Meerman and Whitsett. Excused: Reps. Meerman and Whitsett. Representative Frisbie moved to adopt the meeting minutes from March 04, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid SB 398 before the committee: SB 398 (Sen. Bellino) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 6230 and 6234 (MCL 333.6230 and 333.6234), as added by 2012 PA 501. The following person submitted a card in support of SB 398, but did not wish to speak: Duane Brejak, representing the National Association of Social Workers. Representative Bohnak moved to report out SB 398 with recommendation that the bill be referred to the Committee on Rules. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. VanderWall, Thompson, Tisdel, Bierlein, DeBoer, Prestin, Schmaltz, St. Germaine, Bohnak, Frisbie, Brenda Carter, Witwer, Neeley, Hoskins and Foreman. Nays: None. Pass: None. The Chair laid HB 4902, HB 4903 and HB 4904 before the committee: HB 4902 (Rep. VanderWall) A bill to amend 1978 PA 368, entitled "Public health code," by repealing section 18109 (MCL 333.18109). HB 4903 (Rep. Meerman) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 18114 (MCL 333.18114), as added by 2019 PA 96. HB 4904 (Rep. DeBoer) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 18114 (MCL 333.18114), as added by 2019 PA 96; and to repeal acts and parts of acts. At 9:05 AM, the Chair laid the committee at ease. At 9:06 AM, Majority Vice Chair Thompson called the committee back to order. Chair VanderWall, joined by Representative DeBoer, and Matthew Criado-Cano, representing the office of Representative Meerman, testified in support of HB 4902, HB 4903, and HB 4904. At 9:10 AM, Majority Vice Chair Thompson laid the committee at ease. At 9:11 AM, the Chair called the committee back to order. The following person submitted a card in opposition to HB 4903 and HB 4904, but did not wish to speak: Dr. Sara Sue Schaeffer, representing the Michigan Licensed Professional Counselors Association. The following people submitted a card in support of HB 4903 and HB 4904, but did not wish to speak: Christopher DeBoer, representing the Michigan Mental Health Counselors Association. Mack Jones, representing the Michigan Department of Licensing and Regulatory Affairs. Duane Brejak, representing the National Association of Social Workers. The Chair laid HB 5074 before the committee: HB 5074 (Rep. Thompson) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16903, 18111, 18223, 18233, and 18509 (MCL 333.16903, 333.18111, 333.18223, 333.18233, and 333.18509), section 16903 as amended by 2006 PA 388, section 18111 as amended by 2019 PA 96, section 18223 as amended by 2018 PA 24, section 18233 as amended by 1994 PA 234, and section 18509 as amended by 2004 PA 61, and by adding sections 18111a and 18227. Representative Thompson testified in support of HB 5074. Questions and discussion followed. The following person submitted a card in support of HB 5074, but did not wish to speak: Duane Brejak, representing the National Association of Social Workers. Representative Brenda Carter moved to excuse Representatives Meerman and Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair VanderWall adjourned the meeting at 9:16 AM.
