BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES March 9, 2023 A meeting of the Senate Committee on Regulatory Affairs was scheduled for Thursday, March 9, 2023, at 8:30 a.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Presentation from the Michigan Liquor Control Commission. 2. Testimony regarding SB 141 (Sen. McMorrow). 3. Testimony regarding SB 87 (Sen. Moss). The Chair called the meeting to order at 8:30 a.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Polehanki, McCann, Wojno, Santana, Hertel, Hauck and Webber, a quorum was present. The Chair entertained a motion by Sen. Polehanki to adopt the meeting minutes from March 2, 2023. Without objection, the minutes were adopted. The Chair invited Kerry Krone, David Marvin and Pat Gagliardi from the Michigan Liquor Control Commission for a presentation. Member questions followed. The Chair invited Senator McMorrow to summarize SB 141. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 141: Justin McNamara, MRLA – Support Robert Morton, Libby's Seafood, Royal Oak Restaurant Association – Support Mason Doerr, MLBA – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 141: Scott Graham, Michigan Brewers Guild – Support John O'Connor, Michigan Craft Distillers Assoc. – Support Brendan Ringlever, Michigan Spirits Assoc. – Support Paige Fults, LARA – Support The following testimony was submitted in opposition to SB 141: Mike Tobias, MAP – Opposed Page 1 of 2 Chair Moss summarized SB 87. Member questions followed. The Chair invited the following individuals to present testimony regarding SB 87: Erin Schor, MDOS – Support Kurt Barryman, Auto Dealers Assoc. – Support There being no further business before the committee, the Chair moved to adjourn the committee.
