BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-2406 FAX: (517) 373-5679 COMMITTEE MEETING MINUTES March 14, 2023 A meeting of the Senate Committee on Housing and Human Services was scheduled for Tuesday, March 14, 2023, at 12:00 noon, in the 403 Room of the Capitol Building. The agenda summary is as follows: 1. Reported SB 138 (S-1) (Sen. Irwin) with recommendation and immediate effect. 2. Reported SB 137 (Sen. Damoose) with recommendation and immediate effect. 3. Testimony regarding SB 129 (Sen. Singh). 4. Testimony regarding SB 130 (Sen. McDonald Rivet). 5. Testimony regarding SB 131 (Sen. Cavanagh). 6. Testimony regarding SB 132 (Sen. Shink). The Chair called the meeting to order at 12:21 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Chang, Geiss, Lindsey, Hoitenga, and Damoose, a quorum was present. The Chair entertained a motion by Sen. Bayer to adopt the meeting minutes from March 7, 2023. Without objection, the minutes were adopted. The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 137 and SB 138: Rachel Richards, Michigan League for Public Policy – Support The Chair offered, and summarized, an Irwin Amendment #1 to SB 138. The Chair offered, and summarized, an Irwin Amendment #2, to SB 138. The Chair entertained a motion by Sen. Geiss to adopt the Irwin amendment #1 to SB 138. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Chang, Geiss, Lindsey, Hoitenga, and Damoose Nays: None Page 1 of 3 The motion prevailed and the amendment was adopted. At 12:24 p.m., Sen. Shink entered the meeting. The Chair entertained a motion by Sen. Bayer to adopt the Irwin amendment #2 to SB 138. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Geiss, Lindsey, Hoitenga, and Damoose Nays: None The motion prevailed and the amendment was adopted. The Chair entertained a motion by Sen. Santana to report SB 138, as amended, as a clean substitute (S-1), to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Geiss, Lindsey, Hoitenga, and Damoose Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 138 (S-1). Without objection, immediate effect was recommended. The Chair entertained a motion by Sen. Damoose to report SB 137 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Geiss, Lindsey, Hoitenga, and Damoose Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 137. Without objection, immediate effect was recommended. The Chair invited Sen. Singh and Amy Hovey, Director of the Michigan State Housing Development Authority, to summarize SB 129 – SB 132. At 12:44 p.m., Sen. Cherry entered the meeting.
