- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND TOURISM REP. DAVID MARTIN CHAIR COMMITTEE MEETING MINUTES Wednesday, March 11, 2026 Noon. Room 519, House Office Building The House Committee on Natural Resources and Tourism was called to order by Chair Martin. The Chair requested attendance to be called: Present: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Arbit, Foreman, Myers-Phillips and Wooden. Absent: None. Excused: None. Representative Wortz moved to adopt the meeting minutes from February 18, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4708 before the committee: HB 4708 (Rep. St. Germaine) A bill to amend 1998 PA 362, entitled "Michigan marina and boatyard storage lien act," by amending section 5 (MCL 570.375), as amended by 2016 PA 286. Representative St. Germain, Nicki Polan, and Amy Crouchman, representing the Michigan Boating Industries Association, testified in support of HB 4708. Questions and discussions followed. The Chair laid HB 5301 before the committee: HB 5301 (Rep. Bohnak) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 40113 (MCL 324.40113), as added by 1995 PA 57. Representative Bohnak and Steve Day, representing the Michigan United Conservation Clubs, testified in support of HB 5301. Questions and discussions followed. The following person submitted a card with a neutral position on HB 5301, but did not wish to speak: Chris Semrinec, representing the Michigan Department of Natural Resources. The following person submitted a card in opposition to HB 5301, but did not wish to speak: Beatrice Friedlander, representing Michigan Attorneys for Animals. Borton) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending section 80124a (MCL 324.80124a), as amended by 2005 PA 271. Representative Prestin moved to adopt substitute (H-1) to HB 5308. The motion prevailed 10-0-7: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn and Wortz. Nays: None. Pass: Reps. McFall, Scott, Weiss, Arbit, Foreman, Myers-Phillips and Wooden. Representative Borton and Bob Frye, representing the Michigan Waterfront Alliance, testified in support of HB 5308. Questions and discussions followed. The following person submitted a card in opposition to HB 5308, but did not wish to speak: Nick Andary, representing the Michigan Department of State. The Chair laid HB 5680 before the committee: HB 5680 (Rep. Alexander) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," by amending sections 47328 and 47330 (MCL 324.47328 and 324.47330), as added by 1995 PA 57. Representative Bohnak moved to adopt substitute (H-1) to HB 5680. The motion prevailed 10-0-7: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn and Wortz. Nays: None. Pass: Reps. McFall, Scott, Weiss, Arbit, Foreman, Myers-Phillips and Wooden. Representative Alexander and Randy Claramunt, representing the Michigan Department of Natural Resources and Chief of the Fisheries Division, testified in support of HB 5680. The following person submitted a card in opposition to HB 5680, but did not wish to speak: Beatrice Friedlander, representing Attorneys for Animals. Representative Outman moved to report out HB 5680 with recommendation, as substitute (H-1). The motion prevailed 17-0-0: FAVORABLE ROLL CALL Yeas: Reps. Martin, St. Germaine, VanderWall, Outman, Hoadley, Johnsen, Prestin, Bohnak, Fairbairn, Wortz, McFall, Scott, Weiss, Arbit, Foreman, Myers-Phillips and Wooden. Nays: None. Pass: None.
