Gast Appropriations Room. The agenda summary is as follows: 1. Reported SB 129 (S-3) (Sen. Singh) with recommendation and immediate effect. 2. Reported SB 130 (Sen. McDonald Rivet) with recommendation and immediate effect. 3. Reported SB 131 (Sen. Cavanagh) with recommendation and immediate effect. 4. Reported SB 132 (Sen. Shink) with recommendation and immediate effect. 5. Reported SB 144 (S-1) (Sen. McDonald Rivet) with recommendation and immediate effect. The Chair called the meeting to order at 2:33 p.m. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Cherry, Geiss, Hoitenga, and Damoose, a quorum was present. The Chair entertained a motion by Sen. Santana to adopt the meeting minutes from March 14, 2023. Without objection, the minutes were adopted. The Chair entertained a motion by Sen. Cavanagh to excuse absent members from the meeting. Without objection, Sen. Lindsey was excused from the meeting. The Chair offered an (S-1) version of SB 129. The Chair invited Sen. Singh and Amy Hovey, Executive Director of MSHDA, to summarize the changes in the (S-1) version of SB 129. The Chair invited the following individuals to present testimony regarding SB 129, SB 130, SB 131, and SB 132: Johnathan Klooster and Karyn Ferrick, City of Grand Rapids – Support Jennifer Smith, Michigan Association of School Boards – Oppose Page 1 of 4 The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 129, SB 130, SB 131, and SB 132: Judy Allen, Michigan Townships Association – Support Matt Schueller, Michigan Association of Superintendents – Oppose Dawn Crandall, Home Builders – Support Jen Rigterink, Michigan Municipal League – Support Josh Lunger, Grand Rapids Chamber – Support Kent Wood, Housing North – Support Mark Garcia, MSHDA – Support The Chair entertained a motion by Sen. Cherry to adopt the (S-3) version of SB 129. The vote was as follows: Yeas: Chair Irwin, Sen.(s) Santana, Cavanagh, Bayer, Shink, Chang, Cherry, Geiss, and Damoose Nays: None Pass: Sen. Hoitenga The motion prevailed and the (S-3) was adopted. The Chair entertained a motion by Sen. Cherry to report the (S-3) version of SB 129 to the floor with recommendation that it pass. Geiss to report SB 130 to the floor with recommendation that it pass.
