- HOUSE OF REPRESENTATIVES COMMITTEE ON ECONOMIC COMPETITIVENESS REP. MIKE HOADLEY CHAIR COMMITTEE MEETING MINUTES Thursday, March 12, 2026 10:30 AM Room 521, House Office Building The House Committee on Economic Competitiveness was called to order by Chair Hoadley. The Chair requested attendance to be called: Present: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Grant, Brixie, Tate and Coffia. Absent: None. Excused: None. Representative Brixie moved to adopt the meeting minutes from February 26, 2026. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 5688 before the committee: HB 5688 (Rep. Hoadley) A bill to amend 1933 PA 167, entitled "General sales tax act," by amending section 2d (MCL 205.52d), as added by 2019 PA 143. At 10:35 AM, the Chair laid the committee at ease. At 10:36 AM, Majority Vice Chair Bohnak called the committee back to order. Representative Hoadley testified in support of HB 5688. Questions and discussions followed. At 10:39 AM, Majority Vice Chair Bohnak laid the committee at ease. At 10:40 AM, the Chair called the committee back to order. Raj Lapsiwala, representing Instacart, testified in support of HB 5688. Questions and discussions followed. Jennifer Smith, representing the Michigan Association of School Boards, testified in opposition to HB 5688. Questions and discussions followed. The following people submitted a card in support of HB 5688, but did not wish to speak: Maureen Watson-Bolger, representing DoorDash. James Hohman, representing the Mackinac Center for Public Policy. Sean Sorenson-Abott, representing the Michigan Department of Treasury. Brian Shoaf, representing the Detroit Regional Chamber. Randy Gross, representing the Michigan Chamber. The following people submitted a card in opposition to HB 5688, but did not wish to speak: Bob Kefgen, representing the Michigan Association of Secondary School Principals. Peter Spadafore, representing the Michigan Association for Student Opportunity. David Randells, representing Oakland Schools. Jon Severson, representing the Michigan Association of Intermediate School Administrators. Matt Schueller, representing the Michigan Association of Superintendents and Administrators.
