BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES March 23, 2023 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, March 23, 2023, at 12:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 56 (Sen. Chang) with recommendation and immediate effect. 2. Reported SB 59 (Sen. Cherry) with recommendation and immediate effect. 3. Presentation by the Juvenile Justice Task Force. The Chair called the meeting to order at 2:20 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from March 16, 2023. Without objection, the minutes were adopted. The Chair brought up SB 56. The Chair read the cards of those individuals not wishing to present testimony regarding SB 56: Brian Shoaf, Detroit Regional Chamber – Support The Chair entertained a motion by Sen. Shink report SB 56 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Santana and Johnson Nays: Sen. Runestad The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 56. Without objection, immediate effect was recommended. Sen. Irwin entered the meeting. The Chair brought up SB 59. Page 1 of 2 The Chair read the cards of those individuals not wishing to present testimony regarding SB 59: Taylor Ridderbusch, Michigan Department of Natural Resources - Support The Chair entertained a motion by Sen. Wojno report SB 59 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson Nays: None The motion prevailed and the bill was reported. The Chair moved to recommend immediate effect for SB 59. Without objection, immediate effect was recommended. The Chair invited the following individuals to make a presentation to the committee regarding the Juvenile Justice Task Force Report and Recommendations: Nina Salomon, Council of State Governments Justice Center Alicia Moon, General Counsel, Michigan Supreme Court Jen Peacock, Michigan Center for Youth Justice Thom Lattig, Michigan Association for Family Court Administration There being no further business before the committee, the Chair moved to adjourn the committee.
