BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7888 FAX: (517) 373-2983 COMMITTEE MEETING MINUTES April 12, 2023 A meeting of the Senate Committee on Elections and Ethics was scheduled for Wednesday, April 12, 2023, at 3:00 p.m., in the 1100 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Reported SB 259 (S-1) (Sen. Wojno) with recommendation and immediate effect. The Chair called the meeting to order at 3:04 p.m.. He instructed the Clerk to call the roll. At that time, the following members were present: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, Johnson and McBroom, a quorum was present. The Chair entertained a motion by Sen. Wojno to adopt the meeting minutes from March 15, 2023. Without objection, the minutes were adopted. The Chair invited Senator Wojno to summarize SB 259 and Wojno amendment #1. Member questions followed. The Chair entertained a motion by Sen. Johnson to adopt amendment #1 to SB 259. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, Johnson, and McBroom. Nays: None The motion prevailed and the amendment was adopted. The Chair invited the following individuals to present testimony regarding Senate Bill 259: Major Richie Sands, Michigan Veterans Affairs Agency – Support Director Adam Hollier, Michigan Veterans Affairs Agency – Support Erin Schor, MI Department of State – Support Chris Swope, Lansing City Clerk – Support Melanie Macey, Promote the Vote – Support The Chair read the cards of those individuals not wishing to testify before the committee regarding SB 259: Rusty Merchant, Secure Democracy – Support Bill Zaagman, MI Association of County Clerks – Support Page 1 of 2 Jamie Lyons-Eddy, Voters Not Politicians – Support Merissa Kovach, ACLU of Michigan – Support Olivia Luckett, Voter Protection Director, MI Democratic Party – Support The Chair entertained a motion by Senator Wojno to report SB 259 as amended, as a clean substitute, to the floor with recommendations that the bill pass. The vote was as follows: Yeas: Chair Moss, Sen.(s) Wojno, Santana, McMorrow, Chang, Camilleri, Johnson, and McBroom. Nays: None The motion prevailed and the bill was reported. The Chair made a motion to recommend immediate effect for SB 259 (S-1). Without objection, immediate effect was recommended. There being no further business before the committee, the Chair moved to adjourn the committee.
