BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7346 FAX: (517) 373-9320 COMMITTEE MEETING MINUTES April 13, 2023 A meeting of the Senate Committee on Civil Rights, Judiciary, and Public Safety was scheduled for Thursday, April 13, 2023, at 12:00 p.m., in the 1200 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Testimony regarding SB 66 (Sen. Chang). 2. Testimony regarding SB 67 (Sen. Lauwers). 3. Testimony regarding SB 68 (Sen. Geiss). 4. Testimony regarding SB 69 (Sen. Theis). 5. Testimony regarding SB 70 (Sen. Johnson). 6. Testimony regarding SB 71 (Sen. Hauck). 7. Testimony regarding SB 72 (Sen. McDonald Rivet). 8. Testimony regarding SB 73 (Sen. Shink). 9. Testimony regarding SB 236 (Sen. Irwin). The Chair called the meeting to order at 12:11 p.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Chang, Sen.(s) Shink, Wojno, Irwin, Santana, Runestad and Johnson, a quorum was present. The Chair entertained a motion by Sen. Shink to adopt the meeting minutes from March 23, 2023. Without objection, the minutes were adopted. The Chair brought up SB’s 66 – 73 and SB 236. The Chair summarized SB’s 66 – 70, and invited the following bill sponsors to summarize the bill(s): Sen. Hauck summarized SB’s 71-72. Sen. Shink summarized SB 73. Sen. Irwin summarized SB 236. The Chair invited the following individual to present testimony regarding SB 66: Lydia Maciel, Self, Girls Making Change – Support Page 1 of 2 The Chair invited the following individuals to present testimony regarding SB’s 66-73 and SB 236: Heath Lawry, Michigan Coalition to End Domestic and Sexual Violence – Support Johanna Kononen, Michigan Coalition to End Domestic and Sexual Violence – Support Jane O’Shea, Michigan State Council of Junior Leagues – Support Susie Sherman Hall, Michigan State Council of Junior Leagues – Support Trinea Gonczar, Avalon Healing Center – Support The Chair instructed the Clerk to read the cards submitted of those individuals not wishing to present testimony regarding SB’s 66-73 and SB 236: Jess Averill, Michigan Domestic & Sexual Violence Prevention & Treatment Board – Support SB’s 66-73 Jess Averill, Michigan Domestic & Sexual Violence Prevention & Treatment Board – Neutral SB 236 Yousef Rabbi, Michigan Nurses Association – Support Tom Hickson, Michigan Catholic Conference – Support SB’s 66-73 Sara Morley LaCroix, Kalamazoo Area Anti Human Trafficking Coalition – Support Jennifer Smith, Michigan Association of School Boards – Support SB 66 There being no further business before the committee, the Chair moved to adjourn the committee.
