BOX 30036 LANSING, MICHIGAN 48909-7536 PHONE: (517) 373-7670 FAX: (517) 373-5958 COMMITTEE MEETING MINUTES April 19, 2023 A meeting of the Senate Committee on Veterans and Emergency Services was scheduled for Wednesday, April 19, 2023, at 8:30 a.m., in the 1300 Room of the Binsfeld Office Building. The agenda summary is as follows: 1. Presentation by the Michigan Commanders Group. 2. Presentation by the Michigan Department of Military and Veterans Affairs. 3. Reported HB 4199 (Rep. Conlin) with recommendation. The Chair called the meeting to order at 8:35 a.m. She instructed the Clerk to call the roll. At that time, the following members were present: Chair Klinefelt, Sen.(s) Hertel, Santana and Outman, a quorum was present. The Chair entertained a motion by Sen. Hertel to adopt the meeting minutes from March 22, 2023. Without objection, the minutes were adopted. The Chair invited the following individuals to give the committee a presentation: Tim Poxson, Legislative Chair, the American Legion Department of Michigan Jack Devine, Legislative Chair, The Commanders Group Derek Blumke, Veterans of Foreign Wars Adjutant Sarah Anderson, Veterans of Foreign Wars Information Officer Kevin Hensley, Veterans of Foreign Wars Federal Legislative Chair Beth Gonzales, Disabled American Veterans Legislative Chair The Chair brought up HB 4199 and invited Rep. Conlin to summarize the bill. The Chair invited the following individuals to present testimony regarding HB 4199: Page 1 of 2 Terry Sabo, Michigan Department of Military and Veterans Affairs – Support Sgt. Major Dave Lewis – Support Capt. Steven Babbit – Support Jeff Frisby – Support The Chair read the cards of those individuals not wishing to present testimony regarding HB 4199: Tim Poxson, American Legion Legislative Chair – Support Brian Shoaf, Detroit Regional Chamber – Support The Chair entertained a motion by Sen. Santana to report HB 4199 to the floor with recommendation that it pass. The vote was as follows: Yeas: Chair Klinefelt, Sen.(s) Hertel, Santana and Outman Nays: None The motion prevailed and the bill was reported. There being no further business before the committee, the Chair moved to adjourn the committee.
